In recent years,with the emphasis on the development of the upper and high end of the third-grade and first-grade general hospitals,the basic health service centers that can meet the needs of public health services,the development of the second-grade hospitals located in the middle level of the urban medical treatment and health service system is faced with multiple difficulties such as policies,talents,technology and funds.Talent team is the core competitiveness for a hospital to develop for a long time.Reasonable talent flow mechanism promotes the optimal allocation of human resources among different medical institutions.However,due to the limitations of scale,structure,salary,promotion opportunities and other reasons,secondary hospitals are often at a disadvantage in the competition for professional and technical talents market.The turnover of professional technicians has an irreversible adverse impact on the sustainable development of secondary hospitals.This thesis takes the loss of professional technicians in Z Hospital as the research object.By referring to the relevant literature on the loss of professional technicians at home and abroad,based on the relevant encouragement theory,the thesis analyzes the structural characteristics and departure destination of the resigned employees in Z Hospital from 2016 to 2021,and surveys the intention of dismission and job satisfaction of the in-service employees through interviews and questionnaires.The main reasons affecting the dismission of professional technicians in Z hospital are as follows: salary,career development,promotion space,performance appraisal,learning and training,personal family reasons,hospital cultural atmosphere,the overall working environment,and other accidental factors.Then,the reasons of employee turnover are analyzed and summarized from the outside environment,occupation,hospital factors and individual factors and the corresponding countermeasures are proposed.The turnover of professional technicians in Z Hospital is also the epitome of the current situation of human resource management in many secondary hospitals.Based on the existing conditions and capabilities of secondary hospitals,this thesis proposes countermeasures and suggestions by improving hospital’s integrated competitiveness,optimizing salary and benefit incentive system,promoting employees’ career development,building highly-efficient and coordinative working environment,developing people-centered cultural atmosphere,etc.It is of practical significance to slow down the turnover of professional and technical staff,ensure the survival of medical service ability,and realize the sustainable development of small-and-medium-sized hospitals.
