Study On The Allocation Of Medical Resources In Liaoning Province

Optimizing the allocation of medical resources in Liaoning Province is not only the reason for the reform of the medical and health system,but also the objective need to meet the growing needs of the people for health services.However,there are still some problems in the fairness and efficiency of medical resource allocation in Liaoning Province.Therefore,it is very necessary to put forward suggestions on how to reverse the current irrational situation of medical resource allocation in Liaoning Province.This paper focuses on three research purposes: first,analyze the current situation of medical resources allocation in Liaoning Province;The second is to evaluate the balance,fairness and efficiency of the allocation of medical resources in Liaoning Province;Third,put forward relevant suggestions to optimize the allocation of medical resources in Liaoning Province,and then provide reference for the formulation of corresponding policies of the Liaoning Provincial Government.In this paper,Gini coefficient and Lorenz curve method,Thiel index method and concentration index method are used to study the fairness of medical resources allocation in Liaoning Province;Data envelopment analysis was used to evaluate the efficiency of medical resource allocation in Liaoning Province;Tobit model is used to analyze the factors affecting efficiency.From the perspective of the current situation of medical resource allocation in Liaoning Province in the past decade,this study analyzed the current situation of medical resource allocation from the perspective of medical resource allocation standards and the perspective of medical resource supply and demand relationship.The study found that the level of medical resource allocation in Liaoning Province has increased year by year,but the relationship between supply and demand of medical resources is still tense;In addition,there is a large gap in the allocation level of medical resources in various cities.From the perspective of the balance of medical resource allocation in Liaoning Province,this study uses the health resource density index method to analyze the balance of medical resource allocation in Liaoning Province.The study found that in recent years,the density of medical resource allocation and the accessibility of medical and health services in Liaoning Province are increasing year by year,but the imbalance of medical resource allocation in various cities in Liaoning Province has not been improved,and the imbalance of medical resource allocation is still serious.From the perspective of the fairness of the allocation of medical resources in Liaoning Province,this study uses the Gini coefficient and Lorenz curve method to analyze the overall fairness of the allocation of medical resources in Liaoning Province,uses the Thiel index method to analyze the sources of fairness,and uses the concentration index method to analyze the unfair tendency of the allocation of medical resources in Liaoning Province,The fairness of medical resources allocation according to population is better than that according to area in Liaoning Province.The inequity of medical resources allocation is mainly caused by regional differences.The allocation of medical resources is beneficial to high-income areas.From the perspective of the allocation efficiency of medical resources in Liaoning Province,this study uses data envelopment analysis and Malmquist index method to measure the dynamic and static efficiency of medical resources in Liaoning Province.The study found that the allocation efficiency of medical resources in Liaoning Province did not reach the best state;This study uses Tobit model to analyze the influencing factors of the efficiency of medical resource allocation in Liaoning Province.The study found that the proportion of health technicians,the utilization rate of hospital beds,the number of patients per doctor per day,the per capita cost of inpatients,the per capita medical cost of outpatient patients,and the financial expenditure of medical and health care have a significant impact on the efficiency of medical resource allocation.The main reasons for the problems in the allocation of medical resources in Liaoning Province are as follows: First,the defects of the traditional medical and health management system;Second,the financial input of medical resources is insufficient;The third is the lack of government responsibility in the process of medical resource allocation;Fourth,there are differences in the payment capacity of residents in different regions.To optimize the allocation of medical resources in Liaoning Province,we can start from the following aspects: first,strengthen the government’s function in the allocation of medical resources;Second,scientific and reasonable allocation of medical resources;Third,strengthen the management and construction of medical and health human resources.
