The uneven allocation of health resources has been a long-standing problem in China.Under the background of the new health reform and the health action,we should carry out a comprehensive and systematic analysis on the allocation of health resources,and study the equality in health resources to improve the allocation equity in the health resources,and promote the equalization of health resources allocation between new and old urban areas.It will be helpful to explore an effective mode of health resource allocation suitable for China,and provide the regional development of health resources allocation policies.Through analyzing the relevant data of health resources of Xiamen in 2011,2015 and 2019,this study summarizes the development status and change trend of the health resources allocation in Xiamen.It uses the Gini coefficient and Theil index to evaluate the fairness of the current allocation of health resources among different districts in Xiamen,further clarify the existing problems and causes of health resource allocation in Xiamen,discusses the applicable measures to make the allocation of healthl resources more equitable,and enriches the theoretical research and empirical analysis on the fairness of regional medical resource allocation.The study found that the total amount of the health resources in Xiamen shows an overall growth trend in the past ten years,the per thousand resources have steadily increased,and some indicators show advantages compared with the whole country and the whole province.there are still a few problems that need to be solved,such as unbalanced regional distribution of medical institutions,unreasonable allocation structure and lack of medical human resources.The allocation equity in the health resources of Ximan according to population is better than geographical allocation.Among them,the allocation equity of medical institutions according to population is the best,and the allocation of specialized medical resources is in a highly unfair dangerous state;the high-quality health resources are mainly concentrated in the island,and the health resources outside the island are relatively insufficient;except for the beds of general hospitals,community health service centers,health technicians of health centers,and licensed doctors,the distribution difference of other medical resources inside and outside the island has a greater impact on allocation equity. |
