Since reform and opening up, China’s medical and health services career is inthe period of rapid growth.people’s health have improved significantly. However, it isstill exciting that the allocation of medical resources is still in unfair and low efficiency.From analysis on total quantity and structure of medical resource allocation, the balanceof supply and demand both has not achieved. How to allocate the limited medicalresources to meet the ever-changing and multi-level residents demand for medicalservices,which need to focus on resolving in regional medical resources allocationprocess.Songjiang District locates in the adjacent between urban and suburban areasof Shanghai. In recent years, the regional economy has shown good momentum ofdevelopment, living the standards of living markedly improved.It puts forward higherrequirements, while it provides the economic base on medical and health services careerin Songjiang District. With the rapid growth of economic level in Songjiang District, thelevel of urbanization is increasing, and the number of population is continued rapidlyincreasing, the proportion of non-agricultural population and the elderly population isalso increasing. In summary, medical services will inevitably lead to changes both thequantity and content for the change in the level of urbanization and the quantity andstructure of population in Songjiang District. In the context of rapid changes in medicalservices demand, Songjiang District, as the national health care reform pilot city, how toallocate regional medical resources to achieve equity and efficiency is an urgent need toaddress the problem.First at all, the paper analyses the demand and supply of medical resourceallocation, so we can overview the current situation in Songjiang District. Then thepaper evaluates human resources, beds resources and financial resources factors about the allocation of medical resources in Songjiang District. Finally, it analyses the fairnessand efficiency of the medical resources allocation from2005to2009. Above all, thepaper further analyses the problem and cause of medical resource allocation, then putsforward suggestions to improve the resources allocation in Songjiang District.The maincontents of this paper include:(1) The meaning and the related theoretical research of medical resources inSongjiang District, which provides the theoretical basis of the rational allocation ofmedical resources.(2) The status of medical resources research in Songjiang District:It analysesmedical resources allocation in Songjiang District, which includes t the overview ofsocial and economic development, the demand and the supply for situation.(3) Elements evaluation of medical resources in Songjiang District: This partmainly quantitatively analyses human resources, beds resources and financial resourcesin medical resources allocation, then discover the development and allocation ofmedical resources allocation in Songjiang District.(4) The comprehensive evaluation of medical resources in Songjiang District:This part mainly evaluates the medical resources allocation by equity and efficiencyduring―EleventhFive-Year Plan" in Songjiang District.(5) This part analyses the problems and reasons and proposes the suggestionson medical resources allocation in Songjiang District. In the new context of medicalservices demand, there are many measures to improve the medical resources allocationin Songjiang District. First, the government sector should strengthen the communityhealth service institutions; Second, We would improve the health care system; Third,We should pay more attention to regional health planning; Fourth, we can furthertransform government functions.We can achieve balance between supply and demandof health care resources and optimize the allocation of medical resources to ensure thefairness and efficiency through the above measures.
