Research On Local Public Security Mergency Policing Synergetic Echanism In Public Health Event

The world today is undergoing major changes unseen in a century.In the new era,on the one hand,opportunities and challenges continue to exist,on the other hand,we also face many risks,such as SARS,bird flu,Ebola and other public health emergencies from time to time.In particular,in January 2020,COVID-19 broke out on a large scale,posing a major threat to people’s lives,health and social and economic development.Under the leadership of the Party and the state,local governments have been exploring ways to deal with the epidemic,gradually developing from containment and lockdown into a general strategy of " preventing both imported cases and domestic resurgences " and a general policy of "dynamic zeroing".However,as the virus strains continue to mutate,the uncertainty of the epidemic itself has made prevention and control more difficult.In this context,in order to maintain the overall stability of social security and ensure the safety of people’s lives and property,the local government immediately launched emergency response to public health incidents,established a leading police emergency team for public health incidents with the public security organ as the center,and regularly convened joint prevention and control work meetings and departmental joint meetings.The organization of joint law enforcement,coordinated investigation and other means to timely solve the public health emergency police in the process of various problems.Through nearly three years of efforts,local public health emergency police coordination work has achieved some results,but in practice also exposed some problems that can not be ignored.Taking L City’s response to the novel coronavirus outbreak as an example,this paper focuses on the problems existing in the local public health emergency police synergetic mechanism and proposes optimized countermeasures.On the basis of reading a lot of relevant literature,this paper combines collaborative governance theory and holistic governance theory to construct a theoretical analysis framework of synergetic mechanism based on five dimensions of value,system,organization,technology and resources,focusing on the establishment and operation of synergetic mechanism of local public health emergency policing since the COVID-19 epidemic.Through questionnaire survey and field interview,the problems exposed by the current emergency police cooperation mechanism are found.The existing problems are analyzed based on the constructed analysis framework,the reasons are found out,and the solutions are given.Suggestions and suggestions are put forward from five aspects: establishing the concept of cooperation,strengthening the cooperation between departments,strengthening the scientific and technological support,coordinating the distribution of interests,and improving the system guarantee.
