A Study On The Capacity Building Of The Supervision Team Of Changchun Medical Security Fund

With the continuous development of medical security in Changchun,there is a growing scale of medical security fund in Changchun City.Meanwhile,Problems such as illegal and unlawful activities about medical insurance are frequent,including provision of card transfer services for non-medical insurance designated institutions,bed-listed hospitalization,false hospitalization,false medical expenses,excessive medical treatment,excessive drug use,drug substitution,medical treatment substitution,and discrepancies between medical insurance system sales and the actual information system.The Medical Security Fund in Changchun City has faced unprecedented threats,with the rights and interests of participants constantly being violated.It is far-reaching to guarantee the safe and sustainable development of Changchun City Medical Security Fund.The author believes that it is necessary to build a regulatory team of medical insurance funds which can take on responsibility,innovation and competence to improve the effectiveness of regulation work in Changchun City.Therefore,from the perspective of making a competency model and improving the strength of regulatory team of medical insurance fund,author would like to provide actionable space for solving the difficulties currently faced by medical insurance fund regulatory work in Changchun City.The author believes that it is necessary to build a regulatory team of medical insurance funds which can take on responsibility,innovation and competence to improve the effectiveness of regulation work in Changchun City.Therefore,from the perspective of making a competency model and improving the strength of regulatory team of medical insurance fund,author would like to provide actionable space for solving the difficulties currently faced by medical insurance fund regulatory work in Changchun City.Although I have done a lot of work in the research process,there are still shortcomings in the article.Because of the complexity of regulation of medical insurance funds on the one hand,it is only one of the feasible means to solve the difficulties of regulation of medical insurance funds in Changchun City by constructing a competency model as a countermeasure.To completely solve the difficulties faced by the regulation of medical insurance funds,we still need to make in-depth attempts in many aspects.On the other hand,there are not many studies and applications of competency models in the field of regulation of medical insurance funds,with few reference cases.The author can only draw on the applications of competency models in other research fields,with uncertainties in the application of research results.The relevant data and research involved in this study are limited to the main urban area of Changchun City,excluding the data situation of the Medical Security Bureau of Yushu City,Nong’an County,Dehui City,Gongzhuling City,Jiutai and Shuangyang,and other counties(cities)and districts.
