Research On The Mode Of Integrated Elderly Care And Medical Services Of Xuancheng City

With the deepening of population aging,how to meet the needs of an increasing number of elderly people,and provide high-quality and multi-level services for the elderly,especially the disabled and semi-disabled elderly,is a major issue in front of the Chinese government.The State Council issued “Opinions on promoting development of health industry” and“Opinions on accelerting development of elderly care industry” which marks the official start of integrated elderly care and medical services 。 Later,several supporting policies were issued.General Secretary Xi Jinping also made clear that “To deal with an ageing population,we will promote integrated elderly care and medical services”.It has become an important strategic decision for China to actively respond to the aging population and vigorously develop the elderly service industry.In order to research on the mode of integrated elderly care and medical services in Xuancheng City operate,the author collect research results of scholars both at home and abroad,based on the theory of people foremost,Xi Jinping social governance theory,the theory of welfare pluralism and public goods theory.The author also adopt several methods such as literature research,interview,survey and comparative analysis.Through policies and regulations,Xuancheng has made clear plan about the integrated elderly care and medical services,therefore,it forms a unique operation mode with 4 different types.By the help of national and provincial information system,together with supervision and inspection measures,the integrated elderly care and medical services mode of Xuancheng City operates effectively.Now,the needs of the elderly are satisfied.The recognition of the government is improved.The mode of integrated elderly care and medical services in Xuancheng City also operates normatively.However,through a questionnarie survey of the elderly,and interviews with relevant government departments,institutions and elderly people,some problems have also been exposed,such as low rcognition,loose management,a small number of integrated elderly care and medical services institutions.There’ re 5 factors contributing to these problems.They are shortage of publicity,poor departmental coordination,unsatisfactory plural participation system,lack of professional talents and limited ability to pay for the erderly.Through the analysis of the cause of the problem,we puts forward 7 precise suggestions.The government must pays more attention to the integrated elderly care and medical services by enriching the forms of publicity,strengthening theoretical study,raising political standing and making thought to practice.We need to construct a smooth collaboration management mechanism.Each department is in its own right place,and strengthens communication and publicity.We should give full play to the role of social forces,including social capital and voluntary public welfare organizations.We need enhance integrated elderly care and medical service ability,upgrading industry standard,giving full play to the role of traditional Chinese medicine and the medical community,and encouraging communities to take action on integrated elderly care and medical services.Strengthen the training and management of the talents through cultivating,guaranting pay and promotion.Using information technology,establishing information sharing platform,taking advantages from telemedicine,and all these can optimize the approach and content of integrated elderly care and medical services.Last,we could improve the industrial chain to give more product supply and reduce cost.All these targeted measures provide benefits to the healthy operation of integrated elderly care and medical services mode,and promote further development of integrated elderly care and medical services industries in Xuancheng city.
