As pointed out in the report delivered at the 19th National Congress of the Communist Party of China,the principal contradiction facing Chinese society has evolved to the contradiction between unbalanced and inadequate development and the people’s 10 ever-growing needs for a better life.The needs of the people are diversified,multi-leveled and many-sided,among which the needs of the aged for the sense of social participation and life happiness have been growing day by day.In China,the degree of aging is becoming increasingly severe,while the rate of disability rate and the incidence of chronic diseases of the aged are increasing.The traditional mode of separated medical and elderly care is difficult to meet the needs of the elderly for health care.In China,a series of policy documents have been issued to promote the development of integrated medical and elderly care services,and positive and effective exploration and practice have been carried out throughout the country.However,the regulation on such services has been lagged behind.The supervision of integrated medical and elderly care services involves several government functional departments such as the civil affairs department,health department and medical insurance department.Due to the imperfect supervision system and operation mechanism,problems exist such as low supervision efficiency and poor supervision effectiveness,which restricts and hinders the further healthy and orderly development of integrated medical and elderly care services.Targeted at Jinan City,one of the pilot demonstration cities of integrated medical and elderly care services in Shandong Province,this thesis makes an in-depth investigation on the development and current supervision situation of integrated medical and elderly care services in the city by case analysis and interviewing,while studies policy documents related to integrated medical and elderly care services in Jinan City,Shandong Province and China.It is found that problems exist in the supervision of integrated medical and elderly care services in Jinan,including imperfect supervision policies,inadequate capability of competent departments,outdated and monotonous supervision means,and pressure in the external environment.On this basis,this thesis analyzes the causes of the above-mentioned problems.By referring to the advanced experience in the supervision models in the United Kingdom,the United States and Japan,where integrated medical and elderly care services are relatively mature,and applying relevant theoretical bases of holistic governance and responsive supervision,this thesis puts forward way s to optimize the supervision of integrated medical and elderly care services from aspects of supervision policies,competent authorities,supervision means and strategies and external environment.It aims to overcome problems existing in the supervision of integrated medical and elderly care services and create better environment to develop integrated medical and elderly care services. |
