Research On State-owned Airlines’ Participation In Collaborative Governance Of Public Health Crisis

The changing eras have brought with them unprecedented societal development and deepened national political and economic reforms.However,these also led to the frequent occurrence of public health emergencies,which not only affect public health security and even national security,but also pose a serious threat to the healthy development of the national economy and the stability of the international community.At present,most of the academic studies on the collaborative governance of public health crisis in China have taken the government as the breakthrough point,while research on the relationship between the main body and sub-main body under collaborative governance remains insufficient.Furthermore,there is a lack of research and analysis from the perspective of the collaborative participation of state-owned enterprises.As an economy that dominates China’s core aviation resources,state-owned airlines should play a leading role and serve as an example of participation in public crisis collaborative management due to its state-owned background,unique system,political status,and strong discursive power in the field of air transportation.Related to this,how to encourage state-owned airlines to fulfill their social responsibilities in a more comprehensive,effective,and standardized manner such that they would meet the expectations and requirements of society is not just an issue that these enterprises should consider,it is also a test of the government’s governance and public management.Thus,this topic has great practical significance.Therefore,starting from the practice of state-owned airlines in the collaborative governance of COVID-19,this paper aims to study how such firms cooperate with the government to integrate relevant resources and create a symbiosis during public health crises.First,this paper defines the concepts and connotations of “public health crisis” and “collaborative governance” of state-owned airlines.Realistically,this work analyzes the advantages of state-owned airlines in fulfill their social responsibility in the area of public crisis collaborative governance.Then,it analyzes the positive reinforcement of the existing emergency management policies on the participation of state-owned airlines in governance,as well as demonstrates it with practice and current situation.This paper attempts to clarify problems in the collaborative governance of public health crises from the perspective of state-owned airlines,identifies the root causes,and seeks the corresponding countermeasures in order to inspire state-owned airlines to have new ideas in collaborative governance of public health crises.Finally,this paper explores the optimized path of multi-subject collaboration in China’s public health crisis governance and promotes the large-scale state-owned enterprises’ fulfillment of their social responsibilities in a comprehensive,scientific,and compliant manner,thus contributing to the overall improvement of national governance capacity.
