With the continuous development of the economy,people’s living standards are improving day by day,and people’s demand for health is becoming more and more urgent.Especially since the implementation of the"three-child policy",children’s healthy growth has become the focus of attention of the whole society.For a long time,there has been a problem of"imbalance and inadequacy" in the development of pediatrics in China.The total amount of pediatric medical resources is insufficient,and there is also an imbalance in existing pediatric medical resources.Most of the high-quality pediatric medical resources are concentrated in economically developed cities,resulting in the polarization of overcrowding in large children’s specialized hospitals and with few visitors in primary-level pediatric.The imbalance between supply and demand of pediatrics is a difficult problem that needs to be solved urgently in China’s new medical reform.In order to alleviate the problem of "difficult to see a doctor" and"expensive to see a doctor",the state implemented a new medical reform policy.At the 2013 National Health Work Conference,the concept of "medical consortium" was clearly put forward for the first time,which requiring medical and health institutions at all levels to promote the distributing high-quality medical resources to primary hospitals by establishing a medical consortium,and finally achieve the goals of primary-level first diagnosis,two-way referral,separate of emergency and emergency observation treatment and cooperation of hospitals at upper level and primary level.With the deepening of the new medical reform,more and more medical consortiums have been established in various forms,among which the development of close-type medical consortium has undoubtedly attracted the most attention.The medical consortium model jointly established by S Municipal W District Children’s Hospital and Children’s Hospital of S University is a typical close-type medical consortium model.By reading a large number of references in and abroad,this paper deeply studies the background,construction situation and construction results of the close-type medical consortium model of S Municipal W District Children’s Hospital based on stakeholder theory and innovation diffusion theory,analyzes the stakeholders of the close-type medical consortium of S Municipal W District Children’s Hospital,and summarizes the implementation status of the primary-level of S Municipal W District Children’s Hospital.At the same time,through the methods such as questionnaire and interview,it was analyzed and found that there were problems in the operation of the medical consortium of S Municipal W District Children’s Hospital,mainly including:lack of assessment and evaluation mechanism,lack of Canonical linkage between hospitals,lack of accurate and continuing government policies,difficulty in balanced resource allocation,lack of assessment incentive policies,lack of long-term development planning,weak capacity of primary medical institutions,poor referral convenience between medical institutions in the close-type medical consortium.And at the same time,the reasons for the problems were elaborated and analyzed.It mainly includes:insufficient government investment,lack of effective communication within the close-type medical consortium,and the need to strengthen the awareness of serving patients in primary-level hospitals.Finally,based on the organizational innovation theory,feasible suggestions are put forward to improve the implementation effect of close-type medical consortium,including establishing an organizational leadership system to improve the top-level scheme design,establishing a board of directors of close-type medical consortium to strengthen integration between hospitals,and improving the evaluation system and strengthen the supervision of the implementation of policies in the close-type medical consortium.
