A Study On The Supply Of Medical Services For The Elderly In Urban Communities

According to the data of the seventh national census released by the National Bureau of Statistics,China,the population aged 60 and above accounts for 18.70%of the total population of the country,and China has become a country with an aging population.Due to China’s huge population base and rapid aging population,China’s rapid aging and "before rich" social background coexist.The domestic elderly people’s demand for elderly care and medical services remain high.The traditional model of family undertaking the task of elderly care is difficult to meet the diversified needs of the elderly.In addition,with old age The increasing age of elderly people,the gradual emergence of medical problems such as the high incidence of chronic diseases,dificulties in medical treatment,and long diagnosis and treatment cycles have made the elderly group a vulnerable group when seeking medical treatment.In May 2020,Premier Li Keqiang issued important instructions in the government work report on the provision of medical services,difficulties and expensive medical treatment,which are of common concern to the elderly.He proposed that the government will actively build a community medical service system and integrate it into the national strategy to expand domestic demand,and advocate that the elderly should prefer nearby communities.Hospitals seek medical treatment,support community hospitals to undertake more medical service supply functions,and actively build a more mature medical service supply system that integrates medical care and cooperates with social and medical institutions.Since the implementation of the national strategy,the Jinan Municipal Government has selected a group of urban communities with perfect infrastructure,mature medical conditions and relatively a sufficient financial foundation throughout the city to start the construction of the community medical service supply system,advocating the main body of the government as the lead,the basis of market operation,and supplemented by social coordination.Encourage diversified supply subjects to actively participate in the process of community medical service supply to provide high-quality and diversified medical service projects for the elderly in the community.Jinan has been promoting the construction of the community medical service system for two years.Although certain results have been achieved,there are still problems such as a single main body of medical service supply,lack of personality in service content,and low quality of medical services.This paper selects Yinshan Community,District J of Jinan City as an empirical example.Through on-site interviews,collation and analysis questionnaires,it summarizes the achievements of Yinshan Community in the supply of medical services for elderly groups,and analyzes the problems existing in Yinshan Community in the process of medical service supply.On this basis,this article will The research focuses on the common problems existing in the provision of medical services for the elderly in urban communities.By identifying and analyzing the problems,it finds out the deep-seated reasons behind the above common problems,and then puts forward countermeasures to optimize the supply of medical services for the elderly in the community.Taking Yinshan Community as an example,using the theory of public product supply and collaborative governance,this paper selects the staff of government functional departments,Yinshan community workers,as well as the elderly in the community and the heads of social and medical institutions as the interviewees,aiming at the demand and supply of medical services for the elderly in Yinshan Community.Focus on the interview,and then summarize the problems of single supply subject structure,mismatch between supply and demand,low participation of target groups,and insufficient professionalism of medical services in urban communities in the process of medical service supply for elderly groups.By analyzing the deep-rooted reasons behind the problem,this paper proposes to use the theory of collaborative governance to fill Give full play to the advantages of the government,community and market diversified supply subjects,actively guide the target groups to participate in the process of community medical service supply,and build a diversified medical service supply system led by the government,community as a bridge and a market as a supplement.
