Research On The Reform Of Primary Healthcare In L County Under The Background Of Primary Healthcare Pilot Site

Health,education and realty have become the government’s focuses to solve the livelihood issues.In order to promote the vigorous development of health undertakings in primary healthcare,actively promote the development of health undertakings in China,effectively adapt to the health needs of the public,the National Health Commission issued the Guiding Plan for the Construction of Primary Healthcare Pilot Site,in which L County was established as one of the pilot units.After being approved as the national pilot site for primary health care,L County set up a leading group for the construction of the pilot site.Combining with its own county medical characteristics,the leading group has established "one goal","two grips" and"three improvements".It is hoped to promote the high-quality development of L County primary health through basic construction,reform and innovation,hardware facilities,service capacity and satisfaction improvement.Therefore,this paper is based on the actual situation of primary health care’s reform after being Primary Healthcare Pilot Site in L county.This paper has comparative studied the differences between the current status of primary health care in L County and the construction goal of the "pilot area" through the evaluation of the Primary Healthcare Pilot Site(Implementation).Hoping to explore a new path to improve the quality of primary health care at the first level in L County and promote cooperation of health area in L county.Through the comparative study,this paper found that there are the following problems under the reform of primary health care in L County:the infrastructure conditions of primary institutions need to be improved,the incentive mechanism of talent is not effective,the primary health center’s service needs to be strengthened,and the effectiveness of primary health collaborative governance is insufficient.Through the study of successful cases of primary health reform at home and abroad,this paper proposes to promote the quality development of primary health in L county by improving the infrastructure conditions of primary health institutions,improving the incentive mechanism of talent,enhancing the services of primary health center,and improving the collaborative governance mode of primary health care within the county.By timely summarizing the valuable experience accumulated in the process,establishing a monitoring and evaluation system to promote the effective implementation of various policies of primary health reform in L County,and forming a driving demonstration effect to promote the development of primary health work in surrounding areas.
