On The Improvement Of Public Service Capacity Of Primary Health Care Institutions Under The Background Of New Medical Reform

Basic health care service is the basic linkage on aehieving goals to aceess primary heath care for each person. Promoting basic health care is the starting point to promote the comprehensive reform of the health, and basic health care service is the "netbottom" of China’s entire public health system. By increasing the level of basic health care service of primary health institutes, on the one hand health resources can be effectively leaded into the grassroots, thus promoting the level of structure, function and optimize of the health system;on the other hand our public health system is built on a solid foundation of basic health services.In recent years,the central government introduces a series of doeuments and polieies on requiring reform of health services system,and developing public health care services initiatively and forming a reasonable and convenient health services network for the masses gradually. In particular, it will build a new health care reform on the primary health care network and its important position. However, in all levels of government to promote primary health care in the process, some of the deep-seated problems gradually exposed, are relatively low, especially the development of primary health care that exist in the quality of service, lack of policy support, lack of personnel training.To some extent, these problems limited the healthy development of primary health services.The introduction of new medical reform policy is bring both opportunities and challenges to the development of primary health care institutions. This paper based on the new health care reform spirit will study the meaning and function of primary health care orientation, the problems of primary health service capacity, revelation of foreign primary health care development and policy recommendations of improving the ability of primary health care services This paper analyzes the problems of primary health care, and then put forward corresponding countermeasures and suggestions in order to promote the healthy development of China’s basic health services.
