The Study Of The Provision Of Basic Health Care Services Based On Community Health Service System

Objectives: Based on the literature review, the study learned the construction and development of the community health service system in Songjiang district, provision and utilization of the community health service and residents'evaluation to the community health service since the implementation of the comprehensive health reform in September 2005 in Songjiang through field investigation. Find factors which affect the development of the community health service and residents'utilization of the primary health care. Thus put forward targeted management strategies and policy recommendations to the development of the community health service based on the goals of construction of the primary health care in china.Methods: On the basis of existing data collection and literature research, field investigation was used to objects such as: institutions, urban and rural residents, staff, and administrators of the community health service in Songjiang district in quantitative and qualitative combined method. SPSS16.0 statistical software was used to process and analyze the data.Results: The community health services in Songjiang district have been developed since the comprehensive health reform in 2005. However, the following problems still exist, which restrict the realization of the goal of Health for all: Lack of professional nurses, Construction of general practitioners still need to further strengthen; Community health services information management system is imminent; Although the function of the community health service has improved steadily, there are still gaps to the full functionality. Residents'utilization of community health services needs to be improved; there is still room for improvement of residents'awareness and satisfaction to the community health services; although health insurance coverage levels is high, the protection is limited which Inhibited the utilization of community health services.Policy recommendations: Emphasize on the avocation of community health services, strengthen health education for the residents; Upgrade meaning construction of community health services, increase resident'satisfaction; Strengthen construction of qualified personnel; Strengthen the scientific management of community health services, improve incentives and distribution mechanisms, mobilize the enthusiasm of medical staff; Improve the medical insurance system, promote the utilization of the community health service...
