The Red Cross Society of China is a social relief group led by the Party and engaged in humanitarian work.It is the bridge and link between the Party and the government and the masses.Credibility is the vitality source of this non-profit charity organization.Looking back on history,the Red Cross has assisted the country for many times,and plays an important role in our country’s humanitarian and charity undertakings.Focusing on the present,the credibility of the Red Cross has suffered from social controversies,and the amount of donations from the society has been declining year after year.From the perspective of the relationship between the state and society,this paper builds an explanation framework of "principle-agent structure affects the credibility of the Red Cross Society",and analyzes the reasons for the loss of credibility of the Red Cross Society by the method of case study.The essence of the principal-agent relationship between the state and the Red Cross is the relationship between the state and the society,which implies the deep logic of the state’s "classified control" over the society.Therefore,the principal-agent structure between the state and the Red Cross contains both explicit and implicit purposes,reflecting the characteristics of the principal-agent structure between the state and the Red Cross.In order to realize the selection orientation in the "agent select model," the state granted the Red Cross the qualification of "insider," and realized the control of the Red Cross in the way of "Insider agent." Although this can effectively curb the process of the Red Cross’s de-intercalation from the state,"insider-reliance" and "incentive inefficiency" have hindered the Red Cross from obtaining agency performance.Therefore,the reason for the loss of credibility of the Red Cross lies in the mechanism of "insider agent."This paper selects the Red Cross Society of W City in the public health crisis as a case,starts from the phenomenon of its credibility dilemma,and tries to explore the general mechanism that can help explain the loss of organizational performance under the principle-agent structure.From the phenomenon,many key agency actions of the Red Cross Society of W City did not achieve high performance,which caused social controversies and led to the reduction of its credibility.Through case analysis,this paper finds that the lack of organizational performance is reflected in the mismatch between "agents and agency functions" and the mismatch between "agency tasks and agency capabilities." The first mismatch is to choose "insider-reliance".Before establishing the principal-agent relationship with the Red Cross,the state has a clear choice orientation and always tends to establish the principal-agent relationship with"insider-reliance" rather than choosing more specialized agents in the agent competition pattern.The second mismatch is "incentive inefficiency," where the Red Cross often lacks incentives to obtain resources based on performance.These two disadvantages caused by "insider agent" jointly hinder the Red Cross from obtaining organizational performance,which directly leads to the loss of credibility of the Red Cross.Based on the "principal-agent structure affect the credibility of the Red Cross" to explore the mechanism,this paper argues that "own agent" to effectively control the principal-agent structure risk and cost,implement the "strong" form of state power,has certain positive meaning,but the application scenarios of this model are limited,not every "insider" is the right agent,Incentives to "insider" do not always work,and the Red Cross’s lack of credibility is only one consequence.When moving towards the modernization of national governance system and governance capacity,we should rethink the role and significance of the principal-agent structure of "insider agent" for the country and society.
