Analysis On The Efficiency And Influencing Factors Of Government Medical And Health Expenditure In Jiangsu Province

During the 13 th Five-Year Plan period,under the scientific guidance of the Thought on Socialism with Chinese Characteristics for a New Era,China’s economy accelerated its transformation from high-speed development to high-quality development.At present,high-quality development has become the focus of economic and social attention,which is not only a requirement for economic development,but also for all aspects of social development,among which the high-quality development of medical and health work is particularly important.In this context,it is of great practical significance to pay attention to the government’s medical and health input and efficiency.Jiangsu province,as one of the most economically powerful provinces in China,studies on its government’s medical and health expenditure and efficiency changes have a good reference for further implementing the high-quality development of national medical and health.This thesis first defines the relevant concepts of government health care,and expounds three theoretical bases: public goods theory,resource allocation theory and entrusted economic responsibility theory.Then,the current situation of jiangsu provincial government’s medical and health expenditure from 2014 to 2020 is analyzed from three aspects: health expenditure scale,health resources and health services.Then apply data envelopment analysis(DEA)of Jiangsu province in 2014-2019 data of the health care expenditure efficiency of static analysis and dynamic analysis,and then according to construct Tobit regression model on the influence factors of government health expenditure efficiency in jiangsu province were analyzed,and the calculation efficiency factor may influence the government health care spending of regression coefficient.The results show that during the sample period,the medical and health expenditure efficiency of Jiangsu province decreases first and then increases,and the scale efficiency has a greater influence on the overall efficiency.During the sample period,the average Malmquist productivity change index of cities in Jiangsu province was less than 1,showing a downward trend on the whole.Among the influencing factors,population density,urbanization level and fiscal revenue decentralization have a significant positive impact on medical and health expenditure efficiency,while per capita GDP,the proportion of government medical and health expenditure,fiscal expenditure decentralization and fiscal self-sufficiency have a significant negative impact on medical and health expenditure efficiency.Finally,according to the above empirical analysis on the efficiency and influencing factors of Jiangsu provincial government’s medical and health expenditure,the thesis puts forward suggestions to improve efficiency from three aspects: adjusting medical and health expenditure,building the medical and health service system and further promoting the reform of medical and health system.
