Research On The Efficiency Of Medical And Health Expenditure In HuBei Province

Medical and health field is an important part of the current public service,which is closely related to the livelihood of our country.The 15 th Standing Committee of the13 th National People’s Congress deliberated and passed the law of the people’s Republic of China on basic medica and health promotion from June 1,2020.This law is the first basic and comprehensive code in the field of health care in China.It has greatly improved China’s medical and health system,promoted the comprehensive regulatory mechanism,and promoted the development of health undertakings.It is of great significance to improve the health level of the whole people,and provide legal basis for citizens to obtain basic medical and health services.In order to provide citizens with basic medical and health services,the central and local governments at all levels continue to expand the scale of medical and health expenditure.However,with the expansion of the scale of medical and health expenditure,medical and health services have not been greatly improved,and China’s huge population base and the advent of the age of population aging have put forward greater challenges to the medical and health field.Therefore,how to improve the efficiency of medical and health financial expenditure is an urgent task for our government.In this paper,the research scope of 15 cities in Hubei province in 2014-2018,respectively,Yichang,Wuhan,Huangshi,Shiyan,Jingzhou Xiangyang,Ezhou,Jingmen,Xiaogan,Huanggang,Xianning,Suizhou,Xiantao,Tianmen,Qianjiang,1 autonomous prefecture of Enshi Tujia and Miao Autonomous Prefecture,a forest —— Shennongjia Forest region(hereinafter referred to as the 17 regions).Health spending data from 17 regions were taken as samples,First of all,Data Envelopment Analysis(DEA)is used,DEA model)and Malmquist productivity change index method are used to study the efficiency of medical and health expenditure in Hubei Province from 2014 to 2018 from static and dynamic perspectives.It is found that although the scale of financial expenditure is expanding,the phenomenon of inefficient use of funds,unreasonable scale and structure of expenditure,and insufficient scientific and technological innovation are very prominent.Secondly,on the basis of DEA model,Tobit model is used to study the external factors that affect the medical and health expenditure of Hubei Province from three aspects of population,economy and system.Based on the conclusion of the empirical analysis part,according to some problems existing in the medical and health field of Hubei Province,this paper puts forward correspondingimprovement suggestions from the perspective of improving the efficiency of fund utilization,such as optimizing the scale of medical and health financial expenditure and adjusting the corresponding structure according to it,improving the performance evaluation mechanism,improving the government management level,and promoting the medical and health technology innovation.
