Study On The Efficiency Of Health Expenditure And Its Influencing Factors In Cities And Counties Of Gansu Province Based On SE-SBM Model

At present,with the rapid development of economy and culture,China’s residents have entered a healthy transition period,and people’s demand for medical and health care is increasing.Because of the medical and health care as a quasi-public product,the government puts forward higher requirements on the health resource allocation efficiency and the quality of medical and health service.Government spending on health care is different in different cities and in different cities.In the first chapter,this paper analyzes the current research on the efficiency of government health expenditure and its influencing factors.Then in chapter 2,this paper is to understand relevant theories and analyze the economic and social development of Gansu province and the allocation of health resources in Gansu province in chapter 3.This paper studies and analyzes the allocation of health resources through qualitative and quantitative methods,and explores the measures and approaches to optimize resource allocation.After the article in the fourth chapter based on SE-SBM model cities in Gansu province state health care expenditure efficiency calculation,found that cities in Gansu province from 2010 to 2015 the state of health spending is average overall efficiency value of relative efficiency: 0.634,the overall efficiency value is generally low,and presents the scale trend of diminishing returns.At the same time,based on the research efficiency,this paper calculates the ideal value of government medical and health output in various cities,and compares and analyses it.Later in this article,in the fifth chapter analyzes the influence of Cansu province and municipal state health care expenditure efficiency of external factors,it is concluded that the density of population,GDP,education rate,population structure and per capita disposable income can effectively promote the cities in Cansu province state to enhance the efficiency of health care spending,and fiscal decentralization of Cansu province secri presents a negative correlation.At the end of the paper in the sixth chapter suggests the government on health care spending,improve the efficiency of the allocation of the government at all levels,clear at all levels of government financial power and duties and responsibilities,accelerate the reform of medical and health care,improving the structure of the population,intensify the building of medical and health personnel,actively promote the digital medical treatment,medical service system,innovation to make limited health resources for the maximum benefit,and satisfy the residents to obtain a higher level of medical and health services,eventually realize the sustainable development of medical and health undertakings.
