With the regularization of epidemic prevention and control and the rapid advancement and application of digital information technology,medical Internet of things,information networks,and other technologies,China’s telemedicine development ushers in a critical period of deepening advancement.Policy support is an important guarantee to promote the further development of telemedicine.After nearly 30 years of continuous improvement,China’s telemedicine policy has taken shape and the policy system has become increasingly complex,reaching a point where reflection and improvement are needed.In response to the problems that the effect of telemedicine policy implementation is not yet as expected and that there is a mismatch between policy supply and policy demand,how to identify the shortcomings of the current policy supply and how to propose targeted policy solutions that meet the actual demand has become an urgent issue to be resolved.Based on the perspective of supply and demand,this thesis takes the path of "supply-demand-supply-demand matching" as the basis for policy research.Firstly,the LDA theme model is used to identify policy themes and construct the telemedicine policy element system and policy matching model.At the supply level,the PMC-AE index model is used in conjunction with text mining techniques to construct a quantitative evaluation framework for telemedicine policies and to conduct quantitative policy evaluation.Finally,the thesis introduces the supply and demand order number to measure the matching degree of telemedicine policy,analyze the policy supply and demand situation and make targeted suggestions.The thesis results show that:(1)the overall quality of telemedicine policies at the national level is acceptable,and it is relatively weak in terms of policy timeliness,policy areas,policy subjects and policy contents,and the effectiveness of policy supply needs to be improved.(2)Both doctors and the public have a high degree of demand for various policy elements;doctors have a higher demand for policy elements than the public;both show a high demand for information security,the relationship of authority and responsibility,and standards and norms;(3)Telemedicine policies are well-matched overall,but there is still a partial imbalance.At the level of doctors,the elements of information construction and tariff concessions are perfectly matched,the elements of incentive protection,information security and patients’ rights are lacking in supply,and the elements of pilot demonstration,infrastructure construction and standards and norms are in surplus supply.This thesis can identify the supply situation,demand situation and supply-demand matching situation of telemedicine policies,which is of great theoretical and practical significance for improving the decision-making ability of government departments and guiding the formulation,improvement and implementation of the new round of telemedicine policies.
