"When the epidemic comes,all the people’s lives and health are threatened".The outbreak of COVID-19 epidemic in early 2020 has become a major public health emergency in China due to its fast transmission speed,wide infection range and great difficulty in prevention and control,and information disclosure is the "miracle drug"to defuse this crisis.In order to adapt to the multiple information access channels of the public in the new era and to remove information "barriers",local governments at all levels have successively taken microblog as an important platform for information disclosure of the epidemic situation,and the information quality of the platform is undoubtedly the key factor affecting the effect of information disclosure.Therefore,during the critical period of containing the COVID-19 epidemic,what is the actual state of the information disclosure quality of government microblog and whether it can meet the public’s information needs are issues worthy of attention and research.Therefore,building a scientific and measurable evaluation system,comprehensively assessing the quality of government microblog epidemic information disclosure and clarifying the existing problems of information quality are conducive to improving the crisis management effect of government information disclosure and of great significance to China’s continuous improvement of crisis management.Based on the three dimensions of the form,time and content of information disclosure,this study uses the analytic hierarchy process(AHP)to establish an evaluation index system for the quality of information disclosure of epidemic situation in government microblogs of public health institutions.In addition,the 20 government microblogs of the provincial health commissions were taken as the evaluation object,and 5485 pieces of information posted on January 20,2020 to February 20,2020 were seized for evaluation.The results showed that the initiative and innovation of the information disclosure of the epidemic situation on the government microblogs of provincial health commissions were insufficient,and the information quality was generally low.To be specific,although most provinces were able to timely and continuously report the latest situation of the epidemic and publish original information related to the epidemic,government microblogs were poor in terms of the diversity and conciseness of information disclosure forms and the integrity of information content.In addition,the biggest problem of the disclosure of information about the epidemic was that most of the government microblogs of the provincial health commission lacked public orientation.On the formal dimension,the use of topic tags was seriously inadequate,and the change of the epidemic situation was not conveyed in a visual form that was easy for the public to understand.On the temporal dimension,they failed to disclose information immediately after the data were collected.On the content dimension,there was a lack of epidemiological investigation information of confirmed cases and popular science knowledge of prevention.Therefore,in order to improve the quality of information disclosure,it is necessary to take action from the information itself,improve the expression form of epidemic information,enhance the immediacy of epidemic information disclosure,and promote the breadth and depth of epidemic information disclosure.At the same time,the government is also in urgent need of improving laws and regulations on information quality,strengthening the construction of professional personnel,standardizing the operation mechanism of government microblog and other measures to improve the guarantee system of government microblog information disclosure quality.
