In recent years,the state has paid more and more attention to the capacity of health services in county region,Through the medical community to integrated the medical and health resources in the county,improved service capacity of the primary medical institutions,and promoted the formation on the division and collaboration mechanism of county rural medical institutions under the tiered diagnosis and treatment.As an important model of the medical community-the county medical community,it plays an important role in promoting the integrated management of the county and the countryside and improving the health of the people in the county.For a long time,the county and rural three-level medical and health service system has shown the characteristics of "fragmentation".The county-level hospitals,township health centers and village clinics have not established an effective division of labor cooperation mechanism,which makes the Health resources utilization is low.With the economic development,the accessibility of medical services has improved,the demand for medical treatment has increased,more and more patients have flocked to large hospitals,and the number of patients in primary medical institutions has decreased year by year.How to integrate medical resources in counties and improve primary medical institutions more effectively service ability,promote the formation of a new pattern of graded diagnosis and treatment,has become an important issue that needs to be solved urgently.With the implementation of hierarchical diagnosis and treatment and the development of medical community,Hubei Province will comprehensively promote the construction of county medical community in 2019.Zhijiang City,Xiantao City,Huanggang City and Dangyang City in Hubei Province have respectively introduced the mode of corporate governance to explore the construction of community.This research focuses on the practice of county medical community in Dangyang City,Hubei Province,and analyzes the feasibility via using corporate governance model to building a county medical community from a theoretical perspective.The preliminary results of the construction of the county medical community in Dangyang City are summarized.At the same time,based on the corporate governance theory,the problems and causes of the governance structure and governance mechanism in the construction of the Dangyang City medical community are analyzed,and provide solution to handle these peoblems.To a certain extent,it makes up for the shortcomings of corporate governance research in the context of China’s medical community.At the present stage,corporate governance mainly studies the reform of public hospitals in the field of health care,but there is no in-depth research on the corporate governance of the medical community.This paper conducts an in-depth study of the related theories of corporate governance through the literature research method,to construct the corporate governance of medical community Ideal model,and compare the actual situation of Dangyang City with the ideal model to clarify its existing problems.Through on-site investigations and interviews,we collect the problems in the construction of Dangyang Medical Community,and the causes of the problems are analyzed using corporate governance theory,and then suggestions for improving countermeasures are proposed.The construction of the medical community in Dangyang City is also facing many problems in the steady implementation,the corporate governance structure is imperfect,the membership is too single;the function positioning in the actual operation is not clear.In terms of governance mechanisms,incentives,constraints and supervision mechanisms are not perfect,and decision-making mechanisms are lacking.The reasons are as follows: First,when formulating the corporate governance structure,the interests of all parties are not taken into consideration,resulting in the various parties not being able to play a good role in synergy.The second is that in the implementation process,the role of the incentive and restraint mechanism has not been played well.It is recommended to improve the corporate governance structure of the medical community in the later stage of development,establish a board of supervisors,a board of directors,and an executive layer to actively play the role of decision-making,supervision,incentives,and restraint mechanisms.
