With the adjustment of China’s economic development strategy,it has become particularly important to stimulate China’s economic growth by stimulating the domestic consumer market. At the same time, the pace of urbanization in our country is accelerating, and large-scale floating population has gradually become a consumer group that cannot be ignored in China. However, the floating population has more risks to deal with future uncertainties, resulting in high preventive savings and apparently insufficient consumption. As an important part of the social security system, the medical insurance system has the role of regulating income differences and promoting social equity. At the same time, medical insurance can reduce the economic impact of future disease risks, thereby reducing people’s preventive savings to a certain extent.Motivation, with the continuous improvement of the medical insurance system, its influence on the consumption of floating population is becoming increasingly prominent. Therefore, analyzing the consumption status of the floating population and exploring the impact of the medical insurance system on the consumption of the floating population is of great significance for promoting China’s economic growth, optimizing the medical insurance system, and enhancing the consumption capacity of the floating population. This article first defines the core concepts of this article based on theories such as absolute income theory, life cycle hypothesis, liquidity constraint hypothesis, and preventive savings theory.Secondly, based on the “2017 National Dynamic Monitoring Data of Floating Population”,the overall situation of China ’s floating population, the status of participating in medical insurance and consumption status are analyzed. Then, using the multiple regression model,by setting whether to participate in medical insurance, medical insurance insured type and medical insurance insured place three dummy variables, empirical analysis of the impact of medical insurance system on the consumption of floating population, and according to the nature of the floating population He and the intergenerational group divided the total sample into four sub-samples to explore the extent of the impact of the medical insurance system on different sub-samples.The empirical analysis draws the following conclusions: First, two different medical insurance systems have opposite effects on the consumption of floating population.Participating in the residents’ medical insurance will significantly inhibit the consumption of the floating population, while participating in the employees’ medical insurance will have a significant role in promoting the consumption of the floating population.Second, participating in the insurance in the inflow area can effectively promote the increased consumption of the floating population, while participating in the medical insurance in the outflow area will significantly inhibit the consumption of the floating population.Third, there are group differences in the impact of different types of medical insurance systems on the consumption of floating population. For floating populations with different hukou characteristics, resident medical insurance has a significant promotion effect on the consumption of non-agricultural hukou floating population, but it has no significant effect on the consumption of agricultural hukou floating population; The promotion effect is greater than the floating population of agricultural hukou. From the perspective of intergenerational groups, resident medical insurance has a significant inhibitory effect on the consumption of the new generation of floating population, and employee medical insurance has significantly increased the consumption level of the old generation of floating population.Fourth, there are intergenerational differences in the impact of medical insurance enrollment on the consumption of floating population.Participation in the outflow has a significant inhibitory effect on the consumption of the new generation of floating population, but it has no significant effect on the consumption of the old generation of floating population. In order to promote the floating population to increase the consumption level, and then to stimulate domestic demand,to achieve the goal of healthy development of China’s economy, this article gives the following four suggestions based on the above research results: First, accelerate the reform of the household registration system and strive to reduce the difference in additional power of different household registrations;Second, optimize the medical insurance system and gradually improve the medical security level of the floating population;third, increase the human capital level of the floating population by increasing education investment and vocational skills training;fourth, change the consumption pattern of the floating population and expand consumption market.
