Research On Policies To Support The Pig Industry In Cangnan County

China is a major country in pig farming,and the pig industry plays an important role in animal husbandry.The development of animal husbandry is an important symbol of agricultural and rural modernization.In 2018,African swine fever was introduced into China,causing heavy losses to the pig industry,leading to a series of market failure such as the imbalance of pork supply and the continuous fluctuation of pork prices.In the face of the crisis in the pig industry,in 2019,the Ministry of Agriculture and Rural Affairs jointly issued 17 support policies for the pig industry with multiple departments.The government departments of Cangnan County,Zhejiang Province have implemented support policies for the pig industry,increased confidence in breeding,promoted industrial development,and ensured pork supply and stabilized price levels.This article adopts literature research,survey research,and descriptive statistical analysis methods,taking Cangnan County as an example,to sort out the support policies for the pig industry from the aspects of policy subjects,policy objects,policy resources,and policy objectives,and to analyze the policy effectiveness of the support policies for the pig industry in Cangnan County.After organizing the data related to the pig industry in Cangnan County from 2018 to 2022,it was found that the support policies increased the number of pigs sold and pork production,reduced pork prices and fluctuations,improved animal disease prevention and control capabilities,promoted the transformation of the pig industry,and increased social benefits.However,there are still issues such as incomplete policy content system,high threshold,lagging behind,insufficient attention and professional ability of policy implementers,and poor cultural level and policy attitude of policy targets.The main reasons for this are reflected in the impact of industrial characteristics on the formulation of supportive policies,the heavy burden on policy implementers,insufficient management capabilities,limited policy resources,and the lack of effective supervision of policy subsidy funds.By drawing on the support policies and practices of the pig industry in Jinhua City,Jiangshan City,Jinxian County and other places,this article proposes the following optimization strategies: firstly,scientifically formulate policy content,increase policy resource investment,and improve the support policy system for the pig industry;The second is to strengthen institutional construction and enhance the policy execution ability of the policy execution subject;The third is to enhance the comprehensive quality of policy objects and cultivate leading enterprises;Fourthly,strengthen the supervision of support policies and funds for the pig industry,and carry out full process evaluation of policies;Fifth,promote the construction of a market-oriented and legal policy environment;Sixth,enhance the guiding role of supporting policies for the pig industry in the pig industry.This article conducts in-depth policy research on the support policies for the pig industry in Cangnan County,in order to provide valuable paths for the optimization of subsequent support policies for the pig industry.
