Thesis On The Problems And Countermeasures Of Bamboo Industry Policy Implementation In Luzhou City

The bamboo industry is a world-recognized green,ecological and carbon sink industry,which brings together ecological,economic,cultural and social functions.Luzhou is rich in bamboo resources,the bamboo forest area is the first in Sichuan Province,the development of bamboo industry has certain advantages,Luzhou government should seize the opportunity,along with the trend,to achieve high-quality development of bamboo industry.In recent years,the comprehensive output value of bamboo industry in Luzhou has increased from 2.98 billion yuan in2012 to 26.4 billion yuan in 2021,and the proportion of the comprehensive output value of bamboo industry in the gross regional product has increased from 2.97% in2012 to 10.99% in 2021.The Luzhou government has taken the bamboo industry as the city’s eight dominant and characteristic industries to vigorously develop.A series of bamboo industry policies have been introduced.Although the bamboo industry in Luzhou city has been effectively developed,there are still some problems in the implementation process of bamboo industry policies.Based on this background,this thesis takes the implementation of bamboo industry policies in Luzhou City as the research object,uses interview method,questionnaire method and other research methods,and on the basis of public choice theory and Smith’s policy implementation theory,combs the implementation of bamboo industry policies in Luzhou City.This paper systematically discusses the problems and causes in the implementation process of bamboo industry policy in Luzhou city from the aspects of policy itself,executive organization,target group and policy environment,and puts forward corresponding countermeasures and suggestions.This thesis first sorted out the implementation mechanism of bamboo industry policy in Luzhou City and the main methods of bamboo industry policy implementation,and summarized the effect of bamboo industry policy implementation.Secondly,through interviews and questionnaires,we find out the problems and reasons in the implementation process of bamboo industry policies in Luzhou City.In terms of the policy itself,the bamboo industry policy in Luzhou City has problems such as the rationality of the content to be improved,the gap between the policy content setting and the demand,and the lack of innovation in the policy.The reasons are firstly the lack of preliminary research in the policy making,and secondly,the unscientific policy making process.In terms of policy implementation agencies,while luzhou bamboo industry policy executing agency personnel specialization deficiencies,problems of organization and coordination difficulties actuator,its reason is a lack of bamboo industry talent security system,2it is lack of individual county special bamboo industry organization policy implementation,three policy implementation mechanism is lack of communication and coordination mechanism,there exist deviations in four leaders at all levels is the concept;In the aspect of the target group,the target group has the problem of low participation in the bamboo industry policy,the reason is that the policy implementation agency propaganda is insufficient;In terms of policy environment,the policy environment of bamboo industry in Luzhou city is not good.The first reason is that the financial funds invested in bamboo industry are decreasing year by year,and the second reason is the lack of bamboo cultural resources in Luzhou.Finally,in view of the above problems and reasons,From perfecting the policy implementation process,timely optimization policy content,eliminating the influence of target task of bamboo industry policy,establishing and perfecting the bamboo industry talent security system,set up special organizations of bamboo industry policy implementation,establishing scientific and reasonable mechanism of communication and coordination,set up the correct view on attaches great importance to the development of bamboo industry,strengthen policy propaganda and improve the recognition of the target group,and improve the economy,Political and cultural environment to create a good bamboo industry policy implementation environment and other aspects of countermeasures.This thesis provides some suggestions for the implementation of bamboo industry policies in Luzhou city.
