Research On Zhejiang Marine Fishery Management Policy Optimization

The 14th Five-Year Plan for National Fishery Development was released in early December 2021,which clearly sets out the goals of fishery industry development,green ecological construction and governance capacity building.In addition,the Marine fishery of Zhejiang Province is facing a series of problems such as the enhancement of Marine fishing capacity,overfishing,Marine environmental pollution and serious degradation of resources.Therefore,it is of great significance to study Marine fishery management policy for Zhejiang Province to realize the goal of "Marine strong province" and fishery modernization.Based on the collection of Zhejiang fishery economic data from 2000 to 2021,combined with the particularity of Marine fishery management policies,this study used ROSTCM 6 text mining software,selected variables and samples,constructed the PMC index model of Marine fishery management policies,and carried out an empirical analysis of the Marine fishery management policies of Zhejiang Province.The specific contents include: using governance theory,property right theory,PMC index model and other theories to sort out Zhejiang fishery management policy and policy evaluation;Explain and analyze fishery management policy,analyze the status quo of fishery development,and analyze the effect of policy implementation;On this basis,by referring to the selection criteria of variables in the PMC index model by experts and scholars in related fields,10first-level variables and 42 second-level variables were finally determined,and 10 samples of fishery management policies were assigned according to the policy evaluation system.Combining with the PMC surface,the scientific completeness of the policies was analyzed,and the results showed that 1 fishery management policy was rated as "excellent".Seven were rated "acceptable" and two were rated "poor." Then,from the perspective of the whole policy,specific indicators and sample comparison,the empirical analysis of Zhejiang fishery management policy shows that Zhejiang Marine fishery management policy has the advantages of rich content,scientific control method and remarkable incentive effect.But there are also some problems: too many management subjects,leading to the fuzzy relationship between power and responsibility;The coverage of policy areas is not complete,affecting the effect of policy implementation;Lack of innovation in policy function and constraints in management mode;Output control policy is seriously lacking and difficult to manage effectively.Therefore,combining with the problems reflected in the results of empirical analysis,this paper proposes to strengthen the construction of Marine fishery administration,improve the scientific layout of Marine fishery policy,transform the development mode of Marine fishery management,and optimize the Marine fishery governance system,so as to achieve the goal of optimizing the Marine fishery management policy in Zhejiang,in order to provide scientific suggestions and references for the relevant industry departments in the fishery management policy.
