Study On The Improvement Of Sustainable Development Policy Of Animal Husbandry In Zhangjiachuan County

Animal husbandry plays a very important role in China’s national economy.Developing animal husbandry can not only ensure national food security,prosper rural economy,but also promote income growth for farmers and herdsmen.Zhangjiachuan County is an important production and processing base for livestock products in southeastern Gansu Province.In recent years,the Zhangjiachuan County Party Committee and County Government have issued a series of policies to support the sustainable development of animal husbandry.Traditional animal husbandry is developing towards modernization with high yield,efficiency,and quality,gradually leading Zhangjiachuan County’s animal husbandry to a steady,sustainable,and high-quality development path.However,as large-scale and intensive production methods gradually become mainstream,the development of animal husbandry in Zhangjiachuan County has also gradually exposed many problems,such as low quality and efficiency,outdated production processes,inadequate support and guarantee systems,and weak ability to resist various risks.These factors will all affect the sustainable development of animal husbandry in Zhangjiachuan County.Furthermore,we need to optimize and improve the sustainable development policies of animal husbandry in Zhangjiachuan County,and establish and improve a corresponding animal husbandry policy system.This article systematically reviews the research on animal husbandry and sustainable development policies in Zhangjiachuan County.Through literature review,in-depth interviews,and research in Zhangjiachuan County,the current situation and problem analysis of animal husbandry sustainable development in Zhangjiachuan County are summarized and organized.The SWOT-AHP analysis method is used to qualitatively and quantitatively analyze the internal and external environmental factors that affect the sustainable development of animal husbandry in Zhangjiachuan County from four dimensions: advantages,disadvantages,opportunities,and challenges,Determine the development strategic direction that needs to be adopted according to local conditions.At the same time,by sorting out the sustainable development policies of animal husbandry in Zhangjiachuan County,analyze and summarize the main policy types and operating mechanisms.And using the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method,the effectiveness of sustainable development policies for animal husbandry in Zhangjiachuan County was evaluated.The study found that the existing policies have problems such as weak policy operability,lack of supervision and feedback mechanisms,limited support for the development of the entire industry chain,and low policy subsidy standards.The reasons for the problems were analyzed,and theoretical basis was proposed for further improvement suggestions.Secondly,further utilizing policy tool classification,the policy framework for sustainable development of animal husbandry in Zhangjiachuan County is sorted,summarized,analyzed,and studied.Based on this,suggestions for optimizing the policy framework are proposed,including improving policy combinations,formulating sustainable development policies,and improving policy cycles.Finally,based on interviews and research,combined with the actual development of animal husbandry in Zhangjiachuan County,specific improvement suggestions were proposed to address the causes of four issues: strengthening industrial organization policy regulation,establishing and improving supervision and feedback mechanisms,improving support policies for the development of the entire industrial chain,and improving policies for the use of supporting funds.
