Hongya County Promotes The Sustainable Development Of Forest Tourism Industry Research On Policy Tools

Forest tourism industry is a comprehensive tourism industry developed by relying on forest resources and utilizing forest special landform and landscape.At present,it has derived forest health,forest recreation,forest exploration,forest scientific research and other formats.In recent years,under the guidance of the "two Mountains" theory,the forest tourism industry has played an important role in promoting the transformation of traditional forestry and rural revitalization.For green ecological counties,based on the ecological resource endowment,promoting the sustainable development of forest tourism industry is not only conducive to the protection of ecological environment,but also can drive the transformation of ecological value,and promote the high-quality development of county economy.However,the forest tourism industry is still in the primary stage of development,and the application of policy tools for the forest tourism industry is also being tried and explored.From the perspective of policy tool theory,this paper analyzes the nature,function and selection basis of policy tools of forest tourism industry,and studies and discusses the selection methods and advantages and disadvantages of various policy tools.On this basis,taking Hongya County of Sichuan Province as the research object,the paper analyzes the current situation and problems of the development of forest tourism industry in Hongya County by means of empirical investigation and literature review,comprehensively summarizes and combs the policy tools of forest tourism industry adopted since 2016,and deeply discusses the combination optimization of various policy tools.Puts forward strict forest protection,security development space,strengthening overall leadership,continue to create a good atmosphere,strengthening industry association effect,attaches great importance to the talent cultivation to introduce,to encourage state-owned enterprises intervention,attract brand project,encourage social capital to participate in,explore the "two mountains" transformation implementation mechanism,to explore the ecological orientation evaluation mechanism,to explore the mechanism of carbon emissions trading and a series of optimization strategy,It provides useful reference for the local government of Hongya county to select and optimize the policy tools of forest tourism industry and promote the transformation of "two mountains".This paper is divided into four parts.The first part is the introduction,which briefly introduces the research background,research significance,research status at home and abroad,research content and methods.The second part is a summary of related concepts and theories,mainly introduces the definition of forest tourism industry policy,expounds the theoretical basis of the paper and the nature,function and selection basis of forest tourism industry policy tools,and analyzes the selection methods,advantages and disadvantages of various policy tools by means of examples.The third part mainly introduces the basic county situation of Hongya County and the development status of forest tourism industry,and analyzes the application of policy tools,existing problems and optimization needs.The fourth part of hongya county forest tourism industry policy tools optimization,from the mandatory policy tools,voluntary policy tools,mixed policy tools point of view,the combination of all kinds of policy tools optimization in-depth discussion,put forward to promote the sustainable development of forest tourism industry policy tools.
