Research On The Development Strategy Of South China Sea Marine Ranch In The New Era

The South China Sea is one of China’s four major maritime areas,with rich marine resources and a long history of marine fishery development.With the increase of fishing intensity,the impact of global climate change and the continuous increase of terrigenous pollutants,the offshore fishery in the South China Sea presents a dilemma of fishery resource exhaustion and fishery environment deterioration.As one of the important production modes in modern fishery development,marine ranching plays an increasingly important role in restoring damaged habitats and promoting sustainable development of fishery,bringing a lot of benefits to human ecological,social and economic life.However,the sustainable development of marine ranching in the South China Sea is confronted with various challenges.There are still factors that do not match the high-quality development of marine ranching in the political,economic and social aspects,such as unsound policy management,single industrial development mode and non-standard fund management.In order to promote the sustainable development of marine ranching in the South China Sea,this paper takes marine ranching in the South China Sea as the research object.Comparative analysis of domestic and foreign cases of marine ranching is conducted through case analysis,and strengths-weaknesses-opportunities-threats(SWOT)is used to analyze the development of marine ranching in the South China Sea.Based on the theory of sustainable development,this paper puts forward the countermeasures and paths for the sustainable development of marine ranching in the South China Sea in the new era,in order to promote the modernization process of marine ranching in the South China Sea and provide new ideas for the high-quality development of marine ranching in China.(1)Systematically sorted out the development status of marine ranching in the South China Sea from the aspects of artificial reef,proliferation and release construction,and analyzed the economic,social and ecological benefits of marine ranching in the three provinces(autonomous regions)in detail.(2)Using case analysis method and comparative analysis method,this paper deeply analyzes four cases of marine ranching in Oita County of Kyushu,marine ranching in west Furong Island of Shandong,marine ranching in Bailong Pearl Bay of Guangxi and marine ranching in Wuzhizhou Island of Hainan.From the policy and regulations,technology,development model and other aspects to summarize the experience worthy of the South China Sea marine ranching,for the next step to improve the South China Sea marine ranching regulations,promote technology research and development,explore the development of new models of marine ranching to provide reference.(3)SWOT analysis is used to study the internal and external environment of the development of marine ranching in the South China Sea,and the strengths it faces are as follows:abundant resources,significant degree of intensification and technical advantages;Weaknesses:economic benefits are not significant,the management of proliferation and release is not standard,policies and regulations are not perfect;Opportunities include:strong market demand,strategic support for the Guangdong-Hong Kong-Macao Greater Bay Area,food security and the development of the two-carbon strategy;The challenges are:frequent natural disasters,lack of sustainable and stable profit model,and shortage of human resources.(4)From the perspective of sustainable development,combined with the characteristics of the South China Sea’s own resource endowment,Countermeasures and suggestions for promoting the development of marine ranching in the South China Sea were put forward from six aspects:industrial mode,construction subject,operation nature,financing management,technology construction and policy management.First,explore a new mode of integrated development of marine ranching,promote the construction of the whole industrial chain of marine ranching,and actively develop three modes of integration:"marine ranching+offshore wind power","marine ranching+recreational fishery",and "marine ranching+deepwater cage".Second,mobilize the forces of all parties to participate in the construction of marine pastures,establish a resource integration management system,including the establishment of fishery cooperation organizations,strengthen the construction of human resources,and establish a resource integration platform.Third,we will promote the steady development of non-profit marine ranches and expand the scale of commercial marine ranches.Fourth,pilot the model of cooperation between the government and private capital,and implement the ownership agency management mechanism.Fifth,establish and improve policies and regulations,improve the policy management system,including the establishment of an efficient financial supporting system,improve the construction management system and so on.Sixth,we will strengthen the research and development of intelligent equipment and improve the informatization level of marine ranching.
