Research On Efficiency Evaluation And Selection Strategies Of Marine Ranching In Northern China

At present,the development of the marine economic in China faces the problems such as depletion of sea resources and pollution of marine ecological environment.The Chinese government is actively exploring a new development mode of the marine industry.Marine ranching,as an emerging industry with fishery resources enhancement and marine ecological environment restoration,has developed rapidly in recent years.However,the booming blind construction easily leads to the extensive development of marine ranching,squeezing the sea of other industries and leading to the waste of sea resources.Under the background of the construction of ecological civilization,how to promote marine ranching from high-speed development to high-quality development,and give full play to the important role of marine ranching in promoting the intensive utilization of marine resources and marine ecological environment protection has become an urgent problem to be solved.Meanwhile,the problem can promote the reform of marine industry and sustainable development of marine economy.This dissertation studies the comprehensive efficiency of marine ranch construction and management,and analyzes the strategy selection of government and enterprise under the construction of marine ranch under different policy constraints.The specific research content includes the following two aspects.Firstly,we consider the economic and ecological indicators of marine ranching construction in input-output aspect.The comprehensive efficiency evaluation index system of marine ranching is constructed.The comprehensive efficiency and influencing factors of typical marine ranching in northern China are studied by using Two-stage DEA model.The results show that the comprehensive efficiency of marine ranches in China is generally not high,and the efficiency of compound functional marine ranches with conservation and proliferation as the main function is generally higher than that of marine ranches focusing on leisure functions.The unreasonable proportion of the area of artificial reefs is the main reason that affects the overall efficiency of marine ranches.Secondly,based on the policy rules of subsidies and sea area use fee for marine ranching construction,this dissertation studies the construction strategies of marine ranch for government and enterprises under different policy models.It is found that in the absence of government participation,enterprises are willing to make more lowcarbon efforts when the cost coefficient of low-carbon investment is low and the government gives higher subsidies or reduces the sea area use fees.In the case of government participation,government departments should give high subsidies to enterprises in the early stage of marine ranching construction when the low-carbon investment cost coefficient is high.In the middle stage of marine ranching construction,the government should levy a lower sea area use fee when the low-carbon investment cost coefficient is low.Then the enterprise will adjust the construction strategy according to the policy.
