| Adhere to the guidance of the spirit of the 20 th Party Congress and implement the new concept of sustainable development.The "Thirteenth Five-Year Plan" period is the decisive stage of building a well-off society in an all-round way,and it is also an important period to promote agricultural modernization and urban-rural coordinated development.General Secretary Xi Jinping put forward the vision of "st rong,rich,beautiful and high" for Jiangsu.In this special historical mo ment,it is particularly urgent and necessary to strengthen the protection of cultivated land.Jiangsu Province has experienced a high rate of urbanization and has gone through the development process from traditional urbanization to new urbanization.On t he basis of the traditional urbanization,the new urbanization adds a new connotation of people-oriented sustainable development,and pays more attention to the coordinated development of people’s quality of life,education and medical quality.It is a gra dual development model with ecological harmony and balanced development In the process of Jiangsu province’s development from traditional urbanization to new urbanization,the expansion of city scale,unreasonable land use,abuse of cultivated land and the deterioration of ecological environment are getting worse.From 2000 to 2020,the development of urbanization in Jiangsu Province led to a severe situation of cultivated land protection,which not only reduced the number of cultivated land,but also endangered the quality of cultivated land resources and land ecology.In order to solve the above problems,it is urgent to coordinate the relationship between the development of new urbanization and the protection of cultivated land in Jiangsu Province and realize the "trinity" protection of cultivated land resources in Jiangsu Province.Based on the above background,this paper takes the new urbanization as the breakthrough point,studies the development process of urbanization at home and abroad,the measurement method of urbanization level and the protection method of cultivated land,and draws lessons from its related measures in the process of urbanization.This paper summarizes the current situation of cultivated land resources and urbanization in Jiangsu Province,studies the new urbanization level and its influence on cultivated land protection,and puts forward some countermeasures and suggestions for cultivated land protection in the background of new urbanization development in Jiangsu Province,combining with the call of General Secretary Xi Jinping to build a new Jiangsu with "high,strong,rich and beautiful" in the new period.Based on the analysis of the development of new urbanization and cultivated land resources in Jiangsu Province during the 21 years from 2000 to 2020,this paper makes quantitative and qualitative analyses,and measures the construction level of new urbanization in Jiangsu Province by using entropy method,and concludes that the construction level of new urbanization in Jiangsu Province is above the average level,but ecological environment protection was neglected in the development process.This paper analyzes the relationship between the new urbanization level and cultivated land in Jiangsu Province,and explains the factors affecting the protection of cultivated land from both positive and negative sides.Based on the current situation of cultivated land protection policy in Jiangsu Province,this paper puts forward some measures,such as establishing and perfecting cultivated land protection system,formulating provincial,municipal and county legal documents,raising the awareness of cultivated land protection of the whole people,improving ecological concept,and establish a dynamic monitoring system for cultivated land protection by using new technology,in order to realize the development goal of "strong,rich,beautiful and high" in Jiangsu Province.The development goal of "strong,rich,beautiful and high" and the "trinity" of farmland protection provide reference and reference. |
