The Systematic Study On Protection On Cultivated Land In The Process Of Urbanization In China

Urbanization is the inevitable process of economic and social development, as well as the vast power that causes social change, promoting social production and social life, changing from the countryside to the Urbanization. The change and development of Urbanization to rural area are huge, which promotes the rural area land toward large-scale, intensive development, so that more rural areas are developing, which is improving the appearance of poor and backward in rural areas. But also in the process of developing the Urbanization, the extensive land use pattern led to the rural area faced with severe situation of arable land, a large reduction in the number of cultivated land quality decreased. Our country faces the decrease of cultivated land area and area of farmland of average per capita is far below the world average level of the grim situation. Cultivated land is the premise of our country grain stable, if not to protect cultivated land, China’s food security will be directly affected. China is a large agricultural country, the population is the largest in the world, if China’s food security status is threatened, the food and clothing problem of China’s one billion three hundred million people and China’s status in the international will be directly affected.In recent years, China has been constantly strengthened to protect cultivated land, and also issued a series of policies and regulations to regulate the Urbanization in the process of rural land protection and utilization. The formation of arable land protection system of land uses control system through the implementation of these policies and regulations, including the balance of arable land system, the system of protection of basic farmland, the land requisition compensation system and the land transfer system. The cultivated land protection system improves the quantity and quality of cultivated land, by restricting the construction land occupation of cultivated land, prohibiting agricultural land to non-agricultural land, which strictly regulates the behavior of land expropriation. To encourage the circulation of the right of land management means to control the use of cultivated land reduction and enhance the arable land rate. Through the implementation of the system, great achievements in the protection of arable land have been made:controlling the cultivated land area in China the overall reduction of speed, keeping our country "one billion eight hundred million mu of cultivated land protection line". But in the implementation of the system, the process of cultivated land protection in China still has some problems.This paper focuses on several problems in the protection system of cultivated land which has the most important effect on arable land:there is a deviation in the implementation of the national land-use planning, coordination and planning can not link to cultivated land unreasonable use and destruction of basic farmland; be idle or used for other non-agricultural use which leads a great amount of cultivated land be wasted; in the process of land expropriation, some cultivated land by the illegal occupation, participation and compensation mechanism of opaque has resulted in the intensification of the contradiction between the government and the masses, further hindered the cultivated land protection; rural land-use right has transferred process in some places appeared to transfer as the essence of the "enclosure" and "non agriculturalization" tendency. In the pursuit of large-scale land, people ignore the importance of family business, and are not conducive to the protection of cultivated land. These problems have been directly resulted in the reduction and destruction of arable land, the land cannot be got effective protection. In this article, through the introduction of an important link between the Urbanization and protection of arable land and the analysis of the problem of cultivated land protection system, by cultivating land protection at home and abroad for reference to the Urbanization in the process of measure, the reasonable land system will be constructed. Through the study of the Urbanization of cultivated land protection system in the process, the Urbanization will be strengthened further in the process of cultivated land protection.
