Research On Cultivated Land Protection Policy Evaluation Under The Background Of New Urbanization

With the increase of population and economic development,the protection of cultivated land resources in China is becoming more and more prominent,and it will be a challenge for China in the next few decades or even longer.Therefore,as a populous country,protecting the limited cultivated land resources is the basic mission and responsibility of China’s land management.However,more and more cultivated land resources are occupied by construction land,threatening China’s food and social and economic security.In this context,in-depth study on how to effectively protect cultivated land resources can alleviate the contradiction between economic development and cultivated land resources protection,improve the utilization efficiency of land resources,eliminate the waste or illegal occupation of cultivated land resources,and maintain the dynamic balance of the quantity and quality of cultivated land,which has important practical significance and value.At the same time,it also provides reference for the realization of the balance of cultivated land occupation and compensation,and the sustainable development of land Productivity accounting,farmland transfer and basic farmland protection provide scientific basis and guidance,so as to improve the application value and Prospect of farmland classification results.On the basis of public policy evaluation theory,land scarcity theory and sustainable development theory,this paper takes Y City as the research object,based on the actual situation of cultivated land scarcity in Y City,and directly faces the contradiction between the demand for construction land and the limited cultivated land resources brought by the rapid economic development and urbanization process of Y City.At the same time,combing the changes of cultivated land protection policy system,combined with the actual situation of cultivated land change in Y City in recent years,this paper lists the existing problems of cultivated land protection in Y City.Based on the policy evaluation,this paper establishes the evaluation model of cultivated land protection in Y City,analyzes the influence of various factors in the policy evaluation system on cultivated land protection in Y City,and probes into the causes of the problems.Finally,according to the results of the previous analysis,the paper puts forward some optimization suggestions,including strengthening the government and farmers’ awareness of cultivated land protection,forming a trinity of cultivated land quality evaluation system,strengthening the government’s role rigidity and reasonably developing and utilizing the reserve cultivated land resources.This paper studies the problems of cultivated land protection in Y City,hoping to optimize the allocation of resources,bundle the use of funds,flexibly use policies,and promote comprehensive benefits,so as to achieve the ultimate goal of cultivated land protection.At present,most of the research on cultivated land protection is theoretical research,but the empirical research is obviously insufficient,and there are few cases of combining theory with practice.This paper takes cultivated land protection in Y City as the research sample,adopts a new research perspective,starts from the perspective of policy evaluation,and uses analytic hierarchy process to establish the cultivated land protection policy evaluation system in Y City,trying to solve those extremely important and decisive problems It is the fundamental orientation of social development,but it is often ignored by human beings.At the same time,limited to the author’s knowledge level,research energy and other reasons,the deep-seated characteristics of cultivated land protection change law in Y City are not analyzed.Therefore,further combined with the actual situation of cultivated land protection in Y City,put forward targeted measures,is also the direction of this paper should strive to move forward.
