With the advent of big data and the fourth paradigm of scientific research,scientific data has gradually become an important resource for national scientific innovation and development,and the public's daily demand for scientific data has become more and more intense.Accelerating the flow of scientific data through scientific data sharing,excavating and exerting the potential scientific and social value of scientific data,and improving the efficiency and quality of scientific research are currently crucial issues.The active participation of scientific data sharing subjects is a prerequisite for the survival of scientific data sharing,and a reasonable benefit distribution plan is a safeguard mechanism for the continuous development of scientific data sharing.Scientific data sharing is an activity of multi-subject cooperative participation.Due to the individual differences of each participant,the degree of participation and effort of each participant is not the same,and there is a certain degree of complexity and ambiguity in the cooperative relationship between each other.So,using the method of fuzzy cooperative game for research is feasible and applicable.This paper integrates fuzzy cooperative game theory,stakeholder theory and data life cycle theory to systematically study scientific data sharing.According to the connotation of scientific data and scientific data sharing,based on the scientific data sharing model,in-depth study of the role,rights,cooperation types and cooperation characteristics of scientific data sharing,using the method of fuzzy cooperation game,constructing the fuzzy cooperative game model of participants in scientific data sharing with different degrees of participation,and using the fuzzy Shapley value method to construct a prototype of benefit distribution based on the degree of participation,and combine the Banzhaf-Coleman rights index,which integrates factors such as the social status,risk-taking ability,and resource volume of the participants,improves the benefit distribution model.Finally,the model is verified by numerical simulation and parametric analysis.According to the analysis results,the policy implications of scientific data sharing are proposed from three dimensions: clarifying the data rights of participants in scientific data sharing,guaranteeing the data rights of participants in scientific data sharing,and improving the construction of relevant laws and regulations for scientific data sharing,and incentive mechanisms are proposed from the two aspects of individual participation constraints and overall equity balance,in order to optimize the ecosystem construction of scientific data sharing.
