The Study Of Scientific Data Opening And Sharing Security Mechanism Based On System Dynamics

Scientific data,like scientific papers,is regarded as an important scientific research output and a strategic resource with potential economic value,which is also a reference resource for government departments,scientific research institutions and enterprises to make plans and make decisions.It plays an important role in promoting science and technology innovation and national development.Opening and sharing has positive significance for promoting the flow and transformation of scientific data,speeding up the progress of research,improving the efficiency of research and narrowing the information gap.As the European Commission has pointed out,"the impact of the opening up of scientific data has improved the quality of data,reduced the cost of duplicate research,accelerated technological progress and helped combat academic fraud"[1]?At present,the scale and degree of data opening has reached an unprecedented level.Various international organizations,non-governmental organizations and research institutes have established the policy guarantee and management mechanism of scientific data one after another.However,due to the impact of policy,technology,system and personal factors,the scientific data is rapidly lost,according to the survey,after 20 years,80%scientific data will not be able to access and use,the collection,storage,management,and opening and sharing of scientific data has become an urgent problem to study and solve.This paper takes scientific data as the research object,combines with open data theory,explores the scientific data opening and sharing security mechanism,including organizational services,policies and regulations,technical support,financial support.Then,based on the system dynamics model,the mechanism of each safeguard factor is described,and the simulation and sensitivity analysis are carried out by Vensim PLE.From the simulation results,we can see that the model proposed in this paper can simulate the opening and sharing process of scientific data very well,and further adjusting parameters analysis reveals:Organizational services,policies and regulations,technical support,financial support variables all have a positive impact on the opening and sharing of scientific data.Finally,based on the results of sensitivity analysis,this paper puts forward the relevant countermeasures and suggestions.
