The effective implementation of enterprise development strategy is an important content of management research in recent years.CETC Engineering Construction Co.,Ltd.is affiliated to China Electronics Technology Group.It has rich experience in the construction of special electronic production environment,such as electronic material preparation,epitaxial growth,chip manufacturing,packaging and testing.Since its establishment in 2004,it has developed rapidly.In 2016,the group injected capital into the holding company,and the company entered a new stage of development.According to the 13 th five year development plan of the group,the company has formulated the strategy to enhance the core competitiveness of the enterprise,and is ready to make greater contributions to the development of the national electronic industry.However,the company failed to achieve the goal of the 13 th five year plan,so it is necessary to study,analyze and improve the implementation process of the core competitiveness promotion strategy to ensure the realization of the 14 th five year plan.Based on the theory of strategic execution,this paper summarizes the relevant literature on the promotion of the core competitiveness of engineering enterprises in recent years,analyzes the competitive environment of electronic engineering industry and the current situation of the promotion of the core competitiveness of the enterprise,and checks the positioning of the core competitiveness of the enterprise.Through the interview research and high-level discussion of employees at all levels of the enterprise,the process of improving the core competitiveness of the enterprise is diagnosed.We found the implementation problems in the process of strategy implementation,such as method and strategy,organization,performance appraisal,process responsibility and governance mechanism.Applying the strategic map of strategic execution theory,this paper clarifies the causal logical relationship among the elements of the core competitiveness of electronic engineering general contracting,and determines the work direction from the source,such as adjusting the governance structure,optimizing the organizational structure,strengthening the cultural construction,process qualification management,and strategic performance appraisal.Based on the principle of strategic center organization in the theory of strategic execution,the goal of organizational structure and corporate culture construction is formulated.The balanced scorecard strategic performance management results in the theory of strategic execution are applied to ensure the effective implementation of the strategy.By decomposing enterprise strategy into function strategy and employee index,the core competitiveness promotion scheme based on strategy execution theory is formed.Finally,the key points,difficulties and risks in the process of the scheme are analyzed,and the safeguard measures are formulated.The application value of this paper is to summarize the concept and development direction of engineering enterprise management in recent years,and provide reference for the effective implementation of the development strategy of engineering enterprises.
