China and India are both large countries of traditional medicine and population.Both TCM(Traditional Chinese Meidicne)and AYUSH(traditional medicine in India)make great influences in the world.Both China and India attach great importance to the protection and promotion of traditional medicine,pay attention to the role of traditional medicine in the national health care system,and have made great achievements.In order to compare and analyze the respective advantages and characteristics of the two countries in the field of traditional medicine and provide policy suggestions for the development of traditional medicine in China,the research on the protection and development of traditional medicine in China and India based on a comparative perspective is carried out.Research purpose:This study selects TCM and AYUSH as the comparison object.Through the comparison of their laws,policies,traditional knowledge protection,medical resources and services and communication,it hopes to achieve the following three research purposes:first,through the comparative study of TCM and AYUSH laws,policies and traditional knowledge protection,understand the characteristics of laws and policies,protection measures and management system construction process of traditional medicine in the two countries,and clarify the emphases,similarities and differences in the management and protection of traditional medicine in the two countries.Second,through the comparative study of traditional medical resources and services between China and India,understand the current situation of traditional medical resources,industrial development,medical service characteristics,outpatient and inpatient reception,and summarize the similarities and differences of traditional medical resources and services between the two countries.It provides a reference for analyzing the ownership of traditional medical resources and the characteristics of medical services in China.The third is to conduct a comparative study on the communication of traditional medicine between China and India through case studies,understand the communication strategies and effects of traditional medicine between the two countries represented by Yoga and fitness Qigong,and clarify the advantages and gaps of our country.Master the Yoga communication strategy,and put forward the feasibility of learning from its strategy in China,so as to further seek the methods and Countermeasures to expand the advantages and narrow the gap.Research methods:This paper mainly adopts the comparative analysis method.The full text takes the comparative analysis as the main line to study TCM and AYUSH from the aspects of law,policy,medical resources and services and development.In addition,in terms of law and policy,literature research method is adopted,in terms of medical resources and services,statistical analysis method is adopted,in terms of development,case study method is adopted,and Yoga and fitness Qigong are taken as development cases to conduct comparative research on policy strategies and development results.Research results:Through the research,the following comparative conclusions are drawn:first,in terms of laws and regulations,the same point is that both countries attach importance to the construction of traditional medical legal system.The current main laws or laws with great influence are basically issued by the central government,the Central Committee or national industry competent departments,and there are few regulations issued by local governments.It is predicted that the legal system construction of traditional medicine in the two countries will be gradually improved.The difference is that the legislation of AYUSH is earlier and the law on the protection of traditional knowledge is more comprehensive.In terms of constitutional provisions,China clearly proposes to develop traditional medicine,and the Indian constitution does not mention the development of traditional medicine.Law of TCM is of great significance to the development of TCM;Second,in terms of management and policy,the same point is the construction of management system.Both countries have explored in development and adopted compound policies.The difference is that the management mechanism of AYUSH is at a higher level and the protection policies and measures are more comprehensive.TCM management system is more clear and comprehensive,and China’s policies and measures on the protection of traditional medicine have achieved certain results,but policy efforts need to be strengthened;Third,in terms of medical resources,the same point is that the number of traditional medical human resources in China and India is similar,and that in India is slightly higher.The difference is that the number of traditional medical institutions in China is significantly higher than that in India.Ayurveda is the main industry of AYUSH.TCM industry has a large scale and presents a phased tortuous development trend;Fourth,in terms of medical services,Ayurveda and TCM have an absolute advantage in the traditional medical services of the two countries.Traditional medical services in the two countries account for a small proportion of all medical services in the country.Both China and India take traditional medicine into anti COVID-19.Traditional medical services in India are mainly outpatient.Under the new situation,the exchanges and cooperative relations between the two countries deserve attention;Fifth,in terms of the dissemination of Yoga and fitness Qigong as cases,the promotion and development of Yoga has achieved remarkable results.The development of fitness Qigong in China has an official management department and a more comprehensive system,but the development of it has obstacles.Conclusion and significance:the research results of this paper are reflected in the policy suggestions put forward through the research and comparison results:first,improve the legal system related to TCM;Second,improve the protection and management mechanism of TCM knowledge;Third,improve TCM management mechanism;Fourth,continue to strengthen the training of human resources of TCM;Fifth,strengthen the promotion of Chinese traditional fitness Qigong;Sixth,improve the overseas promotion mechanism of TCM;Seventh,pay attention to the construction of TCM social environment.This paper puts forward feasible policy suggestions for the development of traditional medicine in China,and realizes the research significance.
