| In the process of economic globalization,urbanization in developing countries has been speeding up.Since the reform and opening up,China has seen a booming economy,and people’s living standard has been greatly improved.But there are also many negative effects followed behind.Due to the transformation of social structure and the adjustment of industrial structure,a large part of citizen lost their jobs in the public sector and became the new poor.In order to ensure the urban new poor’s basic needs of life and support them to be re-employed,central government and local governments put forward a series of policies with the new terms "unemployed goes on relief’ and "flexible employment personnel" followed thereafter.The amounts of these two kinds of personnel are rocketing up and their medical security has been drawing more and more attentions from the society.Although both the central and local government made the two covered into the city worker basic medical security system,but there are more issues we concerned such as the specific changes of policy design and the operation mechanism towards these two kinds of people,the effects of medical security policy in ensuring people’s the medical and health rights and improving their health,and the implementation of the policy——These are what would be focus in this paper。Firstly,this paper would give an explanation of the emerging of the "unemployed goes on relief" and "flexible employment personnel" and introduce some terms about them,analyzing and study the situations of their poverty,health and medical needs.And sort out the progress of medical policy towards them in history systematically.Secondly,this paper adopts the method of qualitative research,choosing the "FaTou" community in Chaoyang District of Beijing as a sample region to interview the"unemployed goes on relief’,"flexible employment personnel"and the staff of social security,so as to study and analyze the two kinds of people’s present state on the relevant issues of medical security.Finally,related suggestions would be brought about according to the research together with the relationships between the medical security of the two groups,the medical insurance for urban residents and the medical assistance system. |
