Problems And Countermeasures Of Community Health Service In Chenghua District,Chengdu

Medical and health care is related to the most fundamental interests of the people.The party and the government have always attached great importance to it.In recent years,the state has promoted community basic medical services as an important part of the public health service system,but the development of public health services still faces some obstacles,such as unreasonable distribution of medical resources,insufficient internal development capacity,distrust of community residents and other objective factors,As a result,the development of community basic health services in public health services lags behind large and medium-sized public hospitals,and it is difficult to solve the above prominent problems with traditional public science theory.The general office of the State Council proposed to "promote the establishment of the medical consortium as a key work in the reform of the medical and health system",and the report of the 19 th CPC National Congress proposed to "strengthen the construction of the grass-roots medical and health service system and the team of general practitioners" as an important means to implement the healthy China strategy.As a quasi public product,community health service is also an important part of national governance.This paper analyzes the development of community health services from the perspective of national governance,and tries to put forward governance countermeasures,which is conducive to the sustainable development of community health services.Taking the public community health service center as the starting point,using the methods of literature research,questionnaire and interview,taking the community health service in Chenghua District of Chengdu as the research object,combined with the characteristics that the community health service belongs to quasi public goods,this paper analyzes the impact of the government,health management departments,community health service centers,community residents and other subjects on the development of the community health service center,and summarizes the existing problems.First,the unreasonable establishment of institutions affects the development of community health services;Second,the utilization rate of resources is low,and medical resources are not effectively utilized;Third,medical facilities and equipment are backward,which affects residents’ willingness to see a doctor;Fourth,the quality of the team is low,which is not conducive to the development of community health services;Fifth,the trust of community health service institutions is low,which affects the promotion and implementation of community "first consultation system" and "two-way referral system".By learning from the advanced experience of the development of community health services at home and abroad,this paper puts forward the Governance Countermeasures: first,clarify the basic position of community health services in the medical and health system,promote the Communization of medical services,and solve most of the medical and health problems of most people in the community;Second,strengthen the government’s leading responsibility of community health services,which requires not only the investment of government funds,but also the government to strengthen community health services and publicity;Third,reform the existing community human resources management system and strengthen the training of general practitioners;Fourth,improve the function of community health services,do a good job in division of labor and cooperation,and highlight the nature of public welfare;Fifth,improve and perfect the two-way referral system to ensure the operation of the mechanism;Sixth,improve the level of informatization and build a community health service medical consortium of co construction and mutual assistance.This paper studies the development of community health services under the theoretical framework of public management,provides some ideas for improving community health services,and provides reference value for the development of community health services in other parts of China.
