| Under the current situation of normalization of epidemic prevention and control,the development level of medical and health resources is an important symbol to measure the epidemic prevention and control strength of a country or region.Although China has strong overall strength,in the face of the repeated impact of the COVID-19,the development of medical and health resources has also exposed many problems,and the health of people and the steady development of social economy in some areas have been affected to varying degrees.Therefore,it is of great practical significance to deeply study the temporal and spatial changes of the development level of medical and health resources in China and analyze its development mode and change law.Based on a large number of literature research,this thesis first establishes an overall evaluation index system on the development level of medical and health resources,including23 indexes in three aspects: medical and health institutions,medical and health human resources and the use efficiency of medical and health resources.The index weight is comprehensively determined by principal component analysis combined with entropy value method,so as to provide data support for subsequent empirical analysis.Secondly,analyze the time series change of national medical and health resources: analyze the level change of medical and health institutions and the number of medical staff,and analyze the dynamic change process of medical staff by using grey correlation degree,so as to provide quantitative basis for talent development and improvement;By establishing a time series model for the change of comprehensive evaluation score of medical and health resources,its development trend and change characteristics were analyzed.Finally,analyze the development level of medical and health resources in different regions of China: conduct global Moran index and local Moran analysis through spatial autocorrelation,study the development and changes of regional spatial aggregation,and build a spatial econometric model with medical and health indicators as explanatory variables and local financial medical and health expenditure as explanatory variables to analyze the impact of key medical and health indicators on the development level of medical and health resources,Finally,through the research on the spatial layout and resource structure of medical and health resources,this paper puts forward reasonable suggestions for the government investment and the talent and technical structure of medical and health resources,so as to realize the regional balanced layout of high-quality medical resources.The main conclusions of the study are as follows:(1)the overall development level of medical and health resources in China continues to rise,which is in line with the growth trend of ARIMA model.Among them,the number of nurses increases the fastest,and the dynamic process of the number of licensed(Assistant)doctors is basically consistent with the trend of the total number of health personnel,but the number of rural medical care shows a downward trend,which is contrary to the overall trend.(2)The spatial synergy of the development of medical and health resources has gradually improved,covering the western and central regions from the initial coastal provinces,but the coordination and linkage between the northeast and southeast regions needs to be strengthened.From the specific indicators,professional public health institutions and grass-roots medical and health institutions have a positive effect on the growth of medical and health resources,while the number of rural medical and health institutions has a negative effect on its growth.(3)The spatial distribution of medical and health resources development is unreasonable.Shanghai,Beijing and Tianjin exceed other regions in China,while the level of the northern and western regions is very low;The regional structure of medical and health resources is unreasonable,and the scale and technical benefits are not ideal. |
