Strengthening the party building in public hospitals is the fundamental measure to consolidate the ruling foundation of the Communist Party,ensure that the reform and development of hospitals move forward in the right direction,and ensure the public welfare attribute of public hospitals.Performance management is a powerful starting point for promoting the quality and efficiency of grass-roots party construction in public hospitals.It is an important part of promoting the construction of modern hospital management system and improving the modernization of hospital governance ability.Based on the purpose of Comprehensively Strengthening the self construction of grass-roots party organizations in public hospitals in Yunnan Province,fully releasing the performance of Party Construction in politics,organization,culture and society,and promoting the high-quality development of public hospitals in Yunnan Province,Using the methods of literature,case analysis and questionnaire,this paper analyzes the current situation,existing problems and causes of the performance management of Party Construction in public hospitals in Yunnan Province,and puts forward countermeasures and suggestions to improve the performance management of Party Construction in public hospitals in Yunnan Province.Through the questionnaire survey of representatives of public hospitals at all levels in Yunnan Province,and taking x hospital in Yunnan Province as a case study,it is found that at present,the vast majority of public hospitals in Yunnan Province have introduced the concept of performance management in Party construction management,and some have begun to take shape.However,there are still some problems,such as the strategy of hospital party construction performance objectives is not high,the guidance of indicators is insufficient,the correction force of supervision process is insufficient,the assessment and evaluation is not comprehensive enough,and the application of results is not effective enough.In view of the above problems,this paper attempts to organically integrate the inner-party organizational life system with PDCA cycle theory,and build a sustainable cycle performance management model of Party construction,which is composed of four parts: performance goal setting(Plan),process monitoring(Do),assessment and evaluation(Check)and result application(Act).Among them,adhere to the idea of leveraging the "key points" to drive the overall development,and adopt the key performance indicator method(KPI)to optimize the performance indicators of Party construction;Establish and improve the three mechanisms of responsibility implementation,information management and Party building leading business development,and strengthen the process monitoring of performance management;Based on the 360 degree evaluation method,build a comprehensive evaluation model of five dimensions: self,superior,peer,subordinate and the masses,and optimize the performance evaluation cycle according to the provisions of the change of grass-roots party organizations;Improve the two mechanisms of reward and punishment incentive and feedback rectification to improve the effectiveness of the application of results.Finally,it puts forward opinions and suggestions from the aspects of thought,organization,information,talent team and capital guarantee to escort the implementation of performance management of Party construction.
