The COVID-19,short for the Corona Virus Disease 2019,is a virus with strong infectious force which has been widespread since the end of 2019.It has been widely spread throughout the world.Although China has made good progress in the epidemic prevention and control at this stage,it is impossible to completely end the epidemic prevention and control in the short term in the global epidemic situation.The epidemic prevention and control work has changed from emergency to normal.The epidemic has caused a huge impact on the economy and life of the national society and even the people.Many enterprises are facing the risk of bankruptcy,the number of unemployed is also increasing rapidly,the employment situation is grim,the financial pressure is increasing sharply,the urban stalls economy has gradually entered people’s vision,and with Premier Li Keqiang’s praise of the urban stalls economy,the urban stalls economy has rapidly spread all over the country.Under the environment of normalization epidemic prevention and control,the urban stalls economy in many cities in China is gradually open in an orderly way.The domestic situation of the urban stalls economy is hot.The urban area of Yueqing City where the author is located is no exception.More and more urban stalls economy emerges in the streets and alleys,and the employment heat is rising unprecedentedly.In the process of daily city appearance management,the author found that the urban stalls economy has become one of the most prominent problems in the current city appearance management,one of the most intense hot spots reflected by the masses,and one of the urgent problems to be solved,Under the background of normal epidemic prevention and control,how to scientifically,reasonably and effectively manage the urban stalls economy in Yueqing City and resolve many contradictions between the urban stalls economy and urban management has become a research work.The significance of this study is to study the economic management of urban stall in Yueqing City during the period of normal epidemic prevention and control,horizontally compare and summarize the changes of economic development and management of urban stall in Yueqing City before and after the normal epidemic prevention and control,and comprehensively analyze the development characteristics and problems of urban stalls economy in Yueqing City during the period of normal epidemic prevention and control.To explore scientific,reasonable and effective management measures for urban stalls economy,and gradually solve the problems of urban stalls economy management,so that the development of urban stalls economy can not only ensure people’s health and safety,prevent the epidemic rebound,but also meet the people’s economic needs,and coordinate with the urban development,forming a good situation of win-win situation.In addition,this study can enrich the theory and case study of urban stalls economic management in the period of normalized epidemic prevention and control,which has certain theoretical value.At the same time,this study is very suitable for the current hot social environment,and has strong practical significance and application value.This study based on the background of the normal epidemic prevention and control period,from the perspective of urban management departments,takes the stalls economy in the urban area of Yueqing City as an example,collects and analyzes the relevant data on the number of cases and the amount of fines before and after the normal epidemic prevention and control,and actively uses literature research,comparative research and qualitative analysis to broaden theoretical thinking and writing perspective,sort out the problems existing in the management of the urban stalls economy in the period of normal epidemic prevention and control,such as high management cost and low efficiency;The management level of the third party is not high;The masses do not support it,and based on the contingency management theory and collaborative governance theory,in-depth analysis of the reasons behind the problems,such as insufficient awareness of contingency;lack of management body,insufficient law enforcement force;single management mode,lack of linkage mechanism;third-party management is not standardized;insufficient publicity,the masses Low participation.Finally,this research gives countermeasures and suggestions from three aspects: improving government management,standardizing third-party institutions,and strengthening publicity and guidance,in order to improve the economic management efficiency of urban stalls in Yueqing City during the period of normalized epidemic prevention and control,it has certain reference value for the economic management of stalls in other regions under similar conditions and urban management under other public health crisis conditions.
