Research On Efficiency Measurement Model Of Health Service System

The development of health services is related to the health and happiness of the people,and the government and society are concerned about its system construction.The paper takes primary medical and health institutions,hospitals,and professional public health institutions as the research objects,selects manpower and capital as input indicators,selects output indicators for the main service items of medical institutions,and selects per capita GDP,population density and government health expenditures as the environment variable.The three-stage DEA model is used to calculate the efficiency of my country’s health service system from 2010 to 2017,the three-stage DEA-Malmquist model is used to measure the total factor productivity of China health service system.The results of the study indicate that Compared with the three-stage DEA,the DEA model measures that the overall efficiency of China’s health service system is relatively high,indicating that environmental and random factors have a certain impact on the efficiency of medical services;SFA regression analysis shows that per capita GDP and population density will affect the efficiency of the medical and health service system,and the increase in government health expenditure can promote the improvement of the efficiency of the medical and health service system;After excluding the influence of factors such as environment and random errors,the average overall efficiency of my country’s medical service system is only0.802,which is mostly in a state of increasing scale,and the eastern region has the highest overall efficiency.Using the three-stage DEA-Malmquist index model,it is concluded that the total factor productivity of health services in 2010-2017 is on the rise,but the technical Change is obviously overestimated,and the improvement of total factor production mainly depends on labor and capital investment.Therefore,optimizing the allocation of medical resources,promoting excellent resources to move down to the grassroots level,and improving the level of medical technology of grassroots medical institutions will help improve the overall efficiency of the regional medical and health service system.Conduct regular medical efficiency analysis,use the efficiency change index to guide technology investment and scale balanced development,strengthen internal management,improve medical technology,tap internal development potential,and improve the efficiency of health services through the optimized combination of production factors.
