Rural health system is the basic part of China’s multi-level health system.And is directly related to the implementation effect of Rural Revitalization Strategy.The report of the 19 th National Congress of the Communist Party of China emphasizes that people’s health is the foundation of national prosperity and strength,so we should further improve the medical and health service system.In 2019,China’s Health Commission will focus on promoting the standardization of primary medical institutions,and its work also includes the optimization of medical staff.Therefore,human resources will have an important impact on the sustainable development of China’s health cause,and the allocation of health human resources will directly affect the final effect of the implementation of relevant policies in China.In addition,it has a direct link with whether people’s health is guaranteed.In recent years,China’s medical resources are gradually sinking,and China’s urbanization process is advancing day by day.Under this background,some patients should have returned to township hospitals to treat diseases.However,some township health centers can not grasp the development opportunities.Facing the situation that limited resources are concentrated in large hospitals,big cities,and big hospitals are becoming bigger and bigger,township health centers are unable to do what they want.However,due to the limited service capacity of township hospitals,Chinese farmers are eager to improve the medical environment,which has also formed a huge medical contradiction.At present,most of the township health centers in China can not meet the needs of the local people for treatment.Many patients have to be transferred to large hospitals to receive treatment under the condition of reluctance,which leads to the problem that it is difficult to see a doctor in some areas of our country.Therefore,further promote the development of health care In order to maximize the efficiency of medical and health resources,and provide reliable and convenient medical services for farmers,we should promote the construction of primary medical care in China.This paper makes a comprehensive analysis of the allocation of township health human resources.Based on the investigation,this paper finds the problems in the allocation of township medical human resources,and puts forward the optimization policy.As far as the research results are concerned,there are some problems in township health centers in Jilin Province,such as unreasonable human resource allocation structure,imperfect incentive measures and low service efficiency,which are "difficult to recruit,employ and retain".These problems greatly restrict the sustainable development of primary health care industry and the improvement of service level.This paper puts off some suggestions for improvuing the human resource allocation of our government’s macro-control,we could further optimize the health and medical personnel team and strengthen the construction of primary medical facilities,it will guide the medical and health personnel sink to the grassroots,to improve the vitality of township health centers,also promote the township medical and health personnel to develop. |
