Health clinics in towns, serving for public health, are essential medical institutions which provide the residents in rural areas with disease prevention, health education, medical treatment and skills of family planning. Meanwhile, authorized by the health administrative departments in counties, health clinics also take the responsibilities of managing and supervising the rural health. With the development of the society, our country has put forward a series of system reforms for medical and health services. Serving as the role of medical and health service hubs in rural areas, health clinics in towns are significant. The survival and development of health clinics in towns have direct influence on the vital interests of farmers, the promotion of productivity development in rural areas and the stabilization of the social development in rural areas. Now, health human resources in towns of Hunan province appear some outstanding problems, such as the total number of health personnel is deficient; the quality of health personnel still needs to be improved; the structures of specialties are imbalanced; the title structures tend to be primary; the human resources management is out of standard; the distribution of resources is unreasonable. Henceforth, it is an emergency to improve human resources of health clinics in Hunan Province. Some specific countermeasures based on analysis are needed.This paper does a research on the human resources of certain health clinics in towns of Hunan Province as well as countermeasures from four aspects. Part one mainly introduces the research background together with the significance of this paper and makes literature review at home and abroad. The innovation of this paper is also put forward in this part. Part two illustrates in detail related theories on human recourses in towns. Part three studies the current status of human resources in towns of Hunan Province and analyzes reasons of the problems with the methods of questionnaire and field interview. Part four puts forward some specific countermeasures, such as government should perform the dominant function to promote the development of health clinics in towns; the system of competition and incentive as well as the system of talents assessment need be improved; the structures of specialties should be adjusted; job training and further education need be strengthened; the system of human resources management should be updated.To improve human resources of health clinics in towns is not only the objective requirement of strengthening administrators’ consciousness of management, but also the only way to make more medical talents work in health clinics in towns and the effective way to optimize human resources distribution. The study on human resources of health clinics in towns in Hunan Province is helpful for the construction of new socialist countryside and the construction of harmonious society as well as the optimization of human resources distribution. The innovations of this paper are as follows: first of all, it does a research on the human resources of certain health clinics in towns of Hunan Province with the methods of questionnaire and field interview; what’s more, some specific countermeasures are put forward from the points of subject, system and technology under the analysis of the questionnaire data and interview ones.
