Study On The Contract Service Guarantee Of Family Doctors In N District Of Tianjin

In order to develop contract services for family doctors,meet the people’s need for health services,provide a higher level of medical security,we began to develop contracted family doctor services since 2000.In the year of 2010,the contracted family doctor services was put forward as the pilot and were popularized around the world.In 2021,the National Development and Reform Commission,together with 20 departments,issued the National Basic Public Service Standards(2021 Edition),which once again emphasized accelerating the development of public health services and providing better contracted services for family doctors.At present,although the scale of contracted residents has been expanded and the quality of contracted services are improved continuously,while problems such as imperfect relevant policies,insufficient practitioners,insufficient service investment,the "Internet+" contract service system for family doctors has not been formed,and the implementation of hierarchical diagnosis and treatment has not been fully implemented are still outstanding and need to be solved urgently.Take N District of Tianjin as an example,it is one of the six districts in Tianjin,with rich medical resources,large population density and complex population structure.Since the year of 2017,after the family doctor service is signed,the updated of medical hardware,service process and responsibility list,reform of the personnel training and incentives,build medical treatment alliance of special disease,and has achieved achievements in improving the capacity of medical and health services in the basic level and improving the service mode,but some problems such as the will of residents in the diagnose option is not high and low utilization rate of Internet service platform still exist.We make further research on the contract service of family doctors in N District,and we found that there are loopholes in policy guarantee,employee reserve,fund raising,Internet platform construction and improvement of supporting measures in N District.To solve these problems,it is necessary to improve the policies related to family doctor contract service,increase the guarantee of family doctor contract service talents,increase capital investment,form an online family doctor contract service system,improve supporting measures such as hierarchical diagnosis and treatment.
