| The sudden outbreak of COVID-19 has hit the world hard,causing harm to people’s lives and health,as well as spillover effects such as global economic recession and social shutdown.The frequent occurrence of public health emergencies shows that when it comes to public health,human being is a community with a shared future,where all countries share a common interest and a closely linked destiny.No country can be immune from it.In the face of the most serious global public health crisis since World War II,Chinese President Xi Jinping has put forward a new concept:The community of health for all.Based on this background,this paper intends to use literature analysis,data analysis,case analysis and comparative analysis to study the path construction of the community health for all from the following issues: What are the challenges in global governance for public health? What are the profound connotations of the concept of the community health for all? In this concept,how can China put it into practice? How to build the path for the community of health for all in the future to achieve timely and effective global public health governance?Chapter1:Theoretical background: The course and dilemma of global public health governance.In this chapter,the historical evolution of global public health governance is sorted out,and the current dilemma of global public health governance is discussed.In this paper,global public health governance is divided into three stages: National governance.In this period,the governance of health in the world is mainly the treatment of diseases by sovereign countries.Regional governance.With the increasingly frequent economic and trade exchanges,European countries carried out health cooperation within the region.During this period,there was no real global public health governance,which was mainly manifested in the disease prevention and control carried out by developed countries to protect their own interests.Global governance.In the historical process of the rapid development of globalization,the international political structure has changed.The establishment of WHO marks the complete significance of global public health governance.With the evolution of history,many problems have accumulated in global public health governance.This paper argues that there are four paradoxical dilemmas in current global public health governance.First,the importance of governance and the conflict of interests among subjects.Second,there are differences between the urgency of governance and the governance concepts of various countries.Third,the absence of global and international cooperation in governance.Fourth,public health security and insufficient supply of health public goods.It is under this background that the community of health for all came into being.Chapter2:Theoretical connotation: The reintegration of community thought and governance practice.This chapter studies Marx’s idea of community and the concept of a community with a shared future for mankind.Combined with China’s participation in global health governance,this chapter discusses the value of times contained in the community of health for all.The concern of Marx’s community thought for human beings has laid the philosophical foundation of the community of health for all,and the connotation of equality,justice,unity,tolerance and harmony contained in the community with a shared future for mankind has built the core foundation of the community of health for all.The idea of the community of health for all contains a summary of China’s experience in participating in global health governance at the same time.This paper studies China’s participation in global public health governance from both domestic and international dimensions.First,as the country with the largest population,China’s responsibility for the life and health of its citizens show the responsible for global public health security indeed.Second,as a founding member of the WHO,China has actively participated in global public health cooperation in various ways.Based on the theory and practice,this paper holds that the concept of the community of health for all contains three values of the times: Firstly,the human-oriented the community of health for all;Second,an objective and just the community of health for all;Third,a solidarity and cooperation of the community of health for all.Chapter3:Reality show: China’s experience in fighting the epidemic.The community of health for all came into being with the outbreak of COVID-19.This chapter analyzes China’s domestic epidemic prevention and control and its participation in the global battle against the epidemic,and studies how China applies the concept of the community of health for all in practice.In this paper,China’s domestic epidemic prevention and control can be divided into four stages: 1.At the initial stage of the epidemic,scientific assessment and prompt action;2.People first,life first,stop the spread of the epidemic at all costs;3.Taking all factors into consideration,controlling the epidemic and resuming work and production;4.Normalize epidemic prevention and control and improve the management links.This paper believes that in the global fight against the epidemic,China has interpreted the community of health for all from three aspects.First,it has shared information about the epidemic with the international community at the first time,which has laid a foundation for international cooperation.Second,it actively provides humanitarian assistance to the international community,with the protection of human life and health as the top priority.Finally,making a solemn commitment to the international community and demonstrate the community of health for all.Chapter4:Path construction:the future choice of the community of health for all.This chapter studies the path construction of the future of the human health community from three levels: promoting global governance of public health,global governance of public health issues,and supporting global governance of public health.This paper argues that the community of health for all should be realized from three aspects: maintaining the core position of WHO,pooling the joint efforts of multilateral actors in governance,and relying on "One Belt And One Road" to supply public goods.First,WHO is the largest professional international organization,and maintaining its authority and fairness will help the international community to build a coordination mechanism.Second,multilateral organizations and non-state actors can contribute to the protection of human life,health,security and social peace and development in many ways.Finally,based on the "One Belt And One Road",we will provide more quality public goods to the international community through the path from regional to global. |
