"COVID-19" health governance at the global level is a long and difficult process that faces many governance challenges.In addressing these challenges,global health governance is evolving into a pluralistic and flexible platform for international cooperation and competition under complex conditions,opening up a model of governance in which smaller countries play a greater role.Whereas in general international cooperation and competition has been dominated by large countries,with small countries playing a limited role,the "COVID-19" epidemic has been rapid and has had a strong impact on all countries in a short period of time,and the dilemma of global health governance is that many large countries are overwhelmed by the lack of global cooperation,revealing the fragmented and reactive nature of the established governance system.The dilemma of global health governance is that many large countries are overwhelmed by the lack of global cooperation,revealing the weaknesses of the established governance system and its slow response,and the need for new forces to support it.Singapore,as a small governance country,has achieved outstanding results in the prevention and control of the "COVID-19" outbreak,and has been widely acclaimed for disseminating its experience and contributing to the renewal of the global health governance system.The motivations,implementation pathways and characteristics of Singapore’s participation in the "COVID-19" epidemic as a small country,as well as the effectiveness of its participation in global health governance,are invaluable in breaking through the global health governance dilemma.Singapore’s "small state" nature dictates that it should be a passive "recipient" at the international system level,yet it has used its small size to form a coalition of like-minded countries that do not threaten the big powers and play a role in the governance of the epidemic that is greater than its size or strength.It has not only alleviated the plight of the epidemic,but has also created a greater impact on the international community.Singapore’s participation in "COVID-19" global health governance through two platforms-within the UN World Health Organization(WHO)framework and non-UN frameworks such as the Singapore Initiative-implements WHO requirements and provides health assistance to countries around the world,contributes to the setting of the global health governance agenda,and promotes reform of global health governance mechanisms.It has also worked to shape global health governance processes and norm-setting,fostered partnerships between WHO and the G20,and promoted deeper cooperation and exchange between countries around the world during outbreaks.Although the process has been arduous,Singapore has been able to safeguard the health and safety of its people and its vital financial,aviation and maritime interests,while seeking a larger international stage for a small country,not only by being invited to the G20 summits as the leader of the Global Governance Group(3G)on several occasions,but also by seeking a new platform for small countries to have a voice outside the UN World Health Organization framework.
