The Study On Government Supervision Of Occupational Disease Prevention In Jinan

The industrial revolution has brought great changes to people’s life and production,and also made all kinds of occupational diseases appear and increase day by day.As the development of productivity and the gradual reform and opening-up,the problem of occupational diseases in China is becoming more and more serious.Occupational diseases have the peculiarities of group-occurring,high death and disability rate and hard to cure,which bring great harm to workers and their families.Enterprises are the main body responsible for the prevention and control of occupational diseases.However,in order to gain more economic benefits,some enterprises decrease the money for the prevention of occupational diseases,ignore the laborers legitimate rights and interests,and turn a blind eye to all kinds of hidden dangers of occupational diseases,which seriously damage the health rights and interests of workers.However,due to the lack of occupational disease prevention knowledge and weak legal awareness,workers are in a relatively weak position in occupational disease prevention.Therefore,it is urgent for the government departments to take effective regulatory measures to protect the legitimate rights and interests of workers.The author through to the Jinan supervision work of occupational disease prevention and control of the government investigation found that the current Jinan occupational disease prevention and control of the situation is still grim,the occupational disease prevention and control regulation mode,in the actual execution revealed loopholes in health supervision,supervision of social security branch is not in place,access regulation effect is not ideal,contradictions and problems such as imperfect regulation means.To solve above problems,the authors using the method of questionnaire investigation,interview and case analysis and other research methods,the integrated application of the whole government theory and stakeholder theory,from the legal measures,department coordination,access regulation,supervision means four aspects to obtain,researches in the cause of the problem,and from Jinan could hamper the implementation of measures,reinforcing the collaboration between government departments,enhance the supervision of access regulation,innovation means four aspects put forward the optimization of Jinan occupational disease prevention and control countermeasures of government supervision.In this paper,based on the Jinan regulatory status of occupational disease prevention,through the systematic analysis of the government supervision on occupational disease prevention and control,find out the reason and come up with suggestions to solve the problems,protect health of workers rights and interests,to the Jinan occupational disease prevention and control of the improvement of the regulatory system and regulation ability promotion offer advice,as well as other cities across the country to offer reference to the occupational disease prevention and control of supervision.
