The Research On Establishment Of The County Medical Community

The medical and health service is a major project for people’s livelihood,which is closely related to thousands of households and hundreds of millions of people’s health.In recent years,China has continuously deepened the corresponding reforms regarding kinds of aspects,including the establishment of the hierarchical medical system,the process to increase efficient supplies of the medical and health service systems,and ways to overcome shortcomings in creating county-level medical and health institutions,in order to solve the existing problems,such as the “difficulty in seeing a doctor”and “much cost of seeing a doctor”,which are both closely related to the interests of the people in China.Under such background and given realistic demands,the county medical communities are emerging.However,there still remain several themes to be studied on.The topics,involving how to make good use of the county-level medical community,to further integrate the medical resources within the range of county,to improve the supply capacity of medical services,to promote the medical services in the county simultaneously,and to improve the sense of gain and satisfaction of people with medical and health services in the county,should be noted and be further researched.The purpose of this paper is to explain the basic concepts of hierarchical diagnosis and treatment,medical consortia,county medical community and so on by taking Rizhao’s county as an example,taking stakeholder theory and public product theory as theoretical basis,and to combine theory with practice by using the methods of literature research,investigation and summary the research and analysis of the development status can provide reference for the development of county medical community nationwide..Based on the analysis of the relevant policies,data and the questionnaire survey of Rizhao county medical community,it is found that there are still some problems in the development of Rizhao county medical community compared with the people’s demands for health and the integration of medical resources to better play the public welfare.In terms of the strength of medical institutions,there are problems of insufficient total medical and health care and weak strength of grass-roots medical institutions;in terms of the allocation of medical resources,there are problems of unbalanced distribution of medical resources and unbalanced development of medical communities in all districts and counties;in terms of thesense of access of medical people,there are problems of insufficient recognition and low satisfaction of medical communities;in terms of personnel compensation system In the aspect of medical insurance policy,there are problems that the effect of incentive mechanism is not obvious and the enthusiasm of medical workers is not fully mobilized;in the aspect of medical insurance policy,there are problems that medical insurance payment policy restricts the development and expansion of medical community.The causes of these problems are not only the individual factors of Rizhao’s inherent reality,but also the common reasons in the construction and development of medical communities.Given the existing problems,the paper puts forward corresponding countermeasures and suggestions to advance the development of the county medical community from the aspects of government,county medical community,personnel,medical insurance payment,informatization,and the public related to medical treatment.At the government level,it is suggested to improve the status of the government as the main body of running medical services by improving the policy system,strengthening the financial support,improving the management responsibility chain,establishing the emergency support mechanism;at the medical community level,it is suggested to clarify its own function positioning,establish and improve the assistance mechanism,formulate corresponding incentive measures,clarify the future development trend,promote the integration of medical and prevention,and improve the quality of medical services At the level of medical workers,we should strengthen the construction of medical personnel at the grass-roots level,strengthen the management of medical personnel at the grass-roots level,strengthen the security of medical personnel at the grass-roots level,and enhance the construction level of medical personnel at the grass-roots level.At the level of medical insurance payment,we should further promote the reform of medical insurance payment under the new situation as a whole.At the level of information technology,by building information sharing platform and improving information sharing mechanism,we will promote the construction of regional medical information.At the level of the medical community,it is suggested to strengthen the policy propaganda so that the medical community can be better understood and trusted.In a word,deepening the reform of the medical and health system is a cause that benefits the country and the people and has a long-term relationship,not achieved overnight.As one ofthe important tasks to realize the hierarchical diagnosis and treatment,and to help the development of medical reform,the construction of county medical community is still on the way of continuous exploration and promotion,which needs cooperation and joint efforts of many parties,and ultimately to achieve a well-off society in an all-round way and the health of the whole people.
