Performance management is a series of continuous cycle process of work performance appraisal,which is jointly formulated with managers in order to promote employees to complete the set work objectives.Since the reform of medical and health system,the establishment of hospital performance management has become more and more important in the reform.Many medical reform documents issued by the state have mentioned the improvement of this system.During the period of COVID-19,due to the effective implementation of disease prevention and control measures,the common diseases of patients were reduced,and the number of patients coming to hospital decreased accordingly,resulting in the decrease of hospital operational efficiency and the increase of operating costs,which affected the survival of hospitals.It is urgent for RG hospital to re-examine and improve the performance management by using the limited profits for effective salary distribution to maximize the enthusiasm of employees.In this paper,through early access to relevant hospital performance management information,a preliminary understanding of RG hospital human resources and performance management,through interviews and questionnaires to find out the problems of hospital performance management,and then combined with descriptive information to analyze the problems,and finally put forward effective optimization measures.In this paper,the six dimensions of RG hospital performance management problems are solved pertinently,the clear goal dimension to re-establish the long-term and short-term strategic objectives of the hospital,reshape the corporate culture;in the index refinement dimension,the use of Balanced Scorecard and key indicators,the use of Delphi expert consultation method to optimize the performance indicators and evaluation methods;in the person post matching dimension,the focus should be put on the management of RG hospital The new job description focuses on post training and qualification assessment;the solution of operational efficiency is subdivided into separate accounting of medical costs,emphasis on assessment of service attitude and performance system knowledge training;the solution of information transparency can be transformed into the establishment of performance appraisal information platform and performance two-way feedback mechanism;the solution of fair distribution can be divided into abolishing the secondary distribution system The division of work and the relationship between salary should be redefined.According to the effectiveness of the above optimization measures,a small-scale pre evaluation survey was carried out in the hospital.From the results,the optimization measures were recognized by the hospital staff.
